About the position

The Financial Systems Analyst III position involves providing engineering and technical support to the Naval Information Warfare Center (NIWC) Atlantic for the USCG Integrated Product Team (IPT). The role focuses on the engineering, integration, and technical services necessary to outfit Coast Guard cutters with C5I systems, as well as standalone shipboard systems. Responsibilities include financial management support, program and project oversight, and collaboration with various stakeholders to ensure effective financial operations.

Responsibilities

  • Confer with clients to restructure, refinance, or raise new debt.
  • Create client presentations of plan details.
  • Determine prices for syndicating and offering securities.
  • Develop and maintain client relationships.
  • Draw charts and graphs using computer spreadsheets to illustrate technical reports.
  • Employ financial models to develop solutions to financial problems or assess the financial impact of transactions.
  • Evaluate and compare the quality of various securities.
  • Assess capital needs of clients and market conditions for structuring financial packages.
  • Analyze financial information to forecast business, industry, or economic conditions.
  • Interpret data on price, yield, stability, and investment-risk trends.
  • Monitor developments in industrial technology, business, finance, and economic theory.
  • Examine budget estimates for completeness and accuracy.
  • Conduct cost-benefit analysis to review financial requests and explore funding alternatives.
  • Research economic and financial developments affecting organizational spending.
  • Develop guidelines and policies for budget formulation and maintenance.
  • Conduct training sessions on new budget procedures.
  • Coordinate financial activities across stakeholders.
  • Manage finances across multiple funding types.
  • Track budgets, costs, and variances.
  • Produce executive summaries and conduct financial reporting and analyses.
  • Develop and propose courses of action for financial issues.

Requirements

  • Secret Clearance required.
  • Bachelor's degree in a business-related field.
  • Seven years of experience providing financial management support to a program/project or corporate operations department.
  • Experience with the Navy Working Capital Fund business model.
  • Proficiency in research methods and statistical analysis.
  • Experience with financial/analytical software (spreadsheets).
  • Project management skills including planning, scheduling, budgeting, and resource allocation.
  • Strong communication skills for conveying information to stakeholders and team members.
  • Attention to detail for accuracy in documentation and processes.
  • Knowledge of relevant regulations and policies for compliance.

  • Experience in creating, reviewing, and validating documentation, proposals, and reports.
