About the position

The Financial Systems Analyst position within the Department of Defense Office of the Under Secretary of Defense for Comptroller (OUSD(Comptroller)) is a critical role responsible for ensuring the effective management and oversight of financial systems and processes within the Department of Defense (DoD). The incumbent will be tasked with directing, arranging, developing, monitoring, and presenting analyses of financial management data and trends. This includes performing in-depth professional analyses or special projects aimed at strengthening remediation oversight, accountability, and approaches for resolving material weaknesses that prevent the department from obtaining a clean audit opinion. Key areas of focus will include Entity Level Controls, Identity Credentialing Access Management (ICAM), Access Controls, Segregation of Duties, and Service Providers. The role also involves facilitating ICAM onboarding and Financial Statement Disclosure (FSD) reconciliations by implementing ICAM solutions for Internal Control over Financial Reporting (ICOFR)-relevant systems. The analyst will lead or support the advocacy, oversight, and program execution for the DoD Risk Management and Internal Control (RMIC) Program, ensuring compliance with the requirements of the GAO Green Book and OMB Circular A-123. This includes overseeing the annual production of the Comptroller Level and DoD Statement of Assurance, evaluating user entity controls, and monitoring the Department's audit infrastructure during its consolidated audit. Additionally, the Financial Systems Analyst will be responsible for enhancing service provider controls and auditor reliance on SSAE 18s, assessing audit performance, and ensuring effective communication of examination status. The position requires expert review and reporting on the status of IT Non-Financial Reports (NFRs), providing insights for DoD-wide solutions and executive priorities, while effectively communicating with governance bodies for informed decision-making. This role is essential for maintaining the integrity and accountability of financial management within the DoD, ensuring that financial systems are robust and compliant with federal regulations.

Responsibilities

  • Direct, arrange, develop, monitor, and present analyses of financial management data and trends.
  • Perform in-depth professional analyses or special projects to strengthen remediation oversight and accountability.
  • Facilitate ICAM onboarding and FSD reconciliations by implementing ICAM solutions for ICOFR-relevant systems.
  • Lead or support the advocacy, oversight, and program execution for the DoD Risk Management and Internal Control (RMIC) Program.
  • Ensure program compliance with GAO Green Book and OMB Circular A-123 requirements.
  • Oversee the Department's audit infrastructure and related IT audit liaison initiatives during consolidated audits.
  • Monitor PBC deliverables and maintain the Notices of Findings and Recommendations database.
  • Support the delivery of RMF workshops to Components and maintain the FM Overlay for the RMF program.
  • Enhance service provider controls and auditor reliance on SSAE 18s by assessing audit performance and achieving favorable audit opinions.
  • Review and report on the status of IT Non-Financial Reports (NFRs) for DoD-wide solutions and executive priorities.

Requirements

  • U.S. Citizenship is required.
  • Must obtain and maintain a Secret security clearance.
  • Experience in forecasting long-range funding needs (3-5 years or more).
  • Experience applying program assessment and process improvement methodologies.
  • Knowledge of operating principles and functional requirements of comptrollership, procurement, public accounting, and program management.
  • Ability to analyze program performance and effectiveness.
