About the position

The Fiscal Analyst 1 (FA1) position at the Department of Natural Resources (DNR) is a full-time, permanent role focused on providing financial support to the department's business units in the Northeast Region. The role involves processing payroll, managing accounts payable and receivable, and ensuring accurate financial reporting. The ideal candidate will possess strong customer service skills and accounting experience, with the ability to handle high workloads during peak times such as fire season and fiscal year-end.

Responsibilities

  • Review and process vendor payments according to specified agreements, contracts, policy, procedure and vendor terms.
  • Research and answer questions from vendors regarding payments.
  • Review, analyze and interpret agency account and financial records and reports generated.
  • Manage fuels card program, requesting credit limit inquiries and changes as needed, work with staff on any fraud alerts, and assist card users with questions regarding acceptable card use and lost or damaged cards.
  • Analyze and prepare documents for fiscal & biennium close, including analyzing reports, invoices, agency forms, etc.
  • Research and answer questions from staff regarding expenditures.
  • Support the Fiscal Department with payroll processing twice a month.
  • Research employee Time and Activity Reports (TARs) to verify appropriate organizational codes and position numbers for staff hours defaulted from the distribution system.
  • Process and complete corrections in the agency distribution system (NTAR) to clear labor system report errors and ensure all staff charges are appropriately distributed.
  • Ensure accurate application of payments, internal controls and resolve complex application issues for all funds received in Northeast Region.
  • Ensure daily deposit and payments are ready for application and funds are appropriately applied to programs by fiscal staff.

Requirements

  • 12 college semester credit hours of accounting.
  • One year of accounting/bookkeeping experience, with an understanding of accounts payable, accounts receivable, and payroll.
  • Experience reviewing, analyzing, and interpreting accounting and financial records and reports, as well as analyzing and correcting discrepancies.
  • Experience with using computer programs such as Microsoft Outlook, Word, and Excel in a professional setting.
  • Proficiency using ten-key calculator.
  • Ability to perform accurate work using knowledge of general accounting practices.
  • Ability to demonstrate high level of attention to detail, proofread, plan and organize workload, and prioritize work to meet inflexible and competing deadlines while dealing with constant interruptions.

Nice-to-haves

  • Bachelor's degree in accounting.
  • One year of government-oriented accounting experience using the HRMS state payroll system, and experience using AFRS, FES, and/or NaturE.
  • Knowledge of accounts payable and payroll processing.
  • Ability to present and communicate technical information.
  • Ability to research, interpret and explain WAC, Collective Bargaining Agreements, agency policy and procedures, and other applicable regulations.
