About the position

The Fiscal Analyst 3 position within the Washington Department of Fish and Wildlife's Financial Services Program focuses on managing accounts receivable. This role is crucial for ensuring financial integrity and compliance with state and federal regulations. The analyst will independently handle tasks such as reconciliation, invoicing, and grant management, contributing to the agency's mission of preserving Washington's natural resources.

Responsibilities

  • Review contracts and budgets to identify specific terms such as performance periods and dollar amounts.
  • Establish initial worksheets for financial tracking.
  • Conduct timely and accurate analytic reviews and reconciliations of expenditures against contracts to ensure compliance.
  • Prepare invoices in accordance with contract, state, and federal regulations.
  • Post monthly contract ledgers using WEBI reporting.
  • Ensure calculations of ledger balances match reporting balances.
  • Prepare accounting entries using the journal voucher process, including accruals and error corrections.
  • Submit payment requests via automated systems.
  • Post invoices to subsidiary ledgers.
  • Escalate unresolved issues to management in a timely manner.
  • Identify and communicate contract issues such as overspent contracts and unallowable charges.

Requirements

  • Associate degree in business, public administration, accounting, economics, statistics, or relevant field with at least 18 quarter or 12 semester hours of accounting, auditing, mathematics, statistics, or budgeting and three years of professional experience in accounting, budget, finance, payroll, or public administration.
  • Six months of recent experience as a Fiscal Analyst 2.
  • Equivalent education/experience may be considered.

Nice-to-haves

  • One year of experience working with contracts and grants.
  • One year of state government fiscal, contracts, or budget experience.
