About the position

The Oregon Department of Human Services is seeking a Senior Budget Analyst (Fiscal Analyst 3) to provide expert budget support for the Aging and People with Disabilities (APD) program. This role involves financial planning, budgeting, forecasting, and collaboration with various stakeholders to ensure effective resource allocation and compliance with regulations. The position is integral to the department's mission of promoting equity and diversity within the workforce and the community.

Responsibilities

  • Responsible for financial planning processes including budgeting, forecasting, and execution.
  • Work proactively with division management and staff to develop biennial budget requests and budget status review reports.
  • Prepare fiscal impact estimates for proposed legislative bills.
  • Provide timely feedback to operating managers and engage in an interactive review process.
  • Collaborate with program managers and grant accountants to allocate approved resources to operating programs.
  • Recommend program changes or budget revisions based on funding and policy changes.
  • Maintain a working knowledge of other Department programs and budgets.
  • Create and provide budget reports that meet the program's reporting needs.
  • Prepare monthly financial summaries with narratives discussing budget highlights.
  • Interpret and review financial results with program management.
  • Utilize quantitative analysis techniques to evaluate ongoing administrative operations.

Requirements

  • Six years of progressively responsible experience in budget preparation, analysis, and administration.
  • Experience must include modeling and forecasting fiscal information.
  • A Bachelor's Degree in Business, Public or Non-Profit Management, Finance, Accounting, or a related degree may substitute for three years of experience.
  • A graduate-level degree may substitute for four of the six years of required experience.
  • Demonstrable experience in fiscal management ensuring compliance with regulations and financial controls.
  • Experience developing and utilizing reports and applications to forecast and report expenditures and revenue.
  • Strong interpersonal and communication skills to convey technical information to diverse audiences.
  • Ability to organize work efficiently and meet firm deadlines with frequent interruptions.
  • Experience using Microsoft Word, Excel, and data query software.
