About the position

The County of Riverside Facilities Management Department is seeking a Fiscal Analyst to support the Facilities Management Administration Division. This role involves participating in the preparation and monitoring of the annual budget, forecasting, and presenting reports to senior management. The analyst will analyze expenditure trends and make necessary adjustments to the budget throughout the year.

Responsibilities

  • Research and resolve a variety of difficult problems independently; exercise initiative in anticipating or identifying problems or errors and follow through to resolution; forecast impact of potential actions/decisions.
  • Interpret a wide variety of complex policies, procedures, regulations, contracts and agreements to determine their applicable provisions and clauses for assistance with difficult problems and circumstances.
  • Plan, coordinate and conduct studies of fiscal operations, cost allocations and/or allocation basis, budget preparation and control, equipment usage, staffing patterns, work flow, and space utilization.
  • Develop reports and recommendations for appropriate action based on the analysis of gathered data.
  • Prepare or assist in the preparation and/or review of budgets; analyze need for budget items requested to determine whether items are justifiable, based on program objectives and priorities.
  • Examine and provide recommendations for the transfer of funds; review financial data on an ongoing basis to ensure conformance with established guidelines.
  • Develop and recommend fiscal policies and procedures; develop written procedures to clarify or describe standard practices; coordinate the publication and dissemination of procedures; review present and pending legislation to determine effect on departmental operations, programs and budgets.

Requirements

  • Bachelor's degree from an accredited college or university, preferably with major coursework in finance or a related field.
  • Experience participating in the preparation of budgets.
  • Strong Microsoft Excel skills.
  • Excellent communication skills.

  • Experience with PeopleSoft Financial.
  • Experience with Microsoft Dynamics.
  • Experience with RIVCO Budget.
