About the position

The Fiscal and Business Analyst I position at the University of South Florida's Morsani College of Medicine (MCOM) involves a range of responsibilities centered around financial management and compliance within the college's business office. This role is crucial for the allocation, distribution, and management of all source revenues at MCOM and the USF Health Vice President's Office. The analyst will be responsible for consolidating financial reporting for USF Health and providing essential support and services to faculty, staff, and students. The position requires a thorough understanding of financial systems and compliance regulations, particularly in relation to sponsored research guidelines and university fiscal policies. In this role, the analyst will reconcile monthly chartfield/account ledgers from various university financial systems to source documents, including State and University Medical Services Association (UMSA) funding sources. The position also involves reviewing personnel appointment forms for compliance, conducting projections based on available data, and making recommendations regarding the transfer of allocations and expenditures between budget categories. The analyst will collaborate with various departments to ensure effective fiscal management and compliance with federal, state, and university policies. The position requires the preparation of payroll certifications and assistance with audit and record-keeping of leave for the MCOM Business Office. Additionally, the analyst will develop training for MCOM departments on the current rules and regulations of the Dean's Academic Support Fund (DASF) to ensure compliance when utilizing DASF funds. The role is dynamic and may include other duties as assigned, emphasizing the need for adaptability and a proactive approach to improving departmental efficiencies.

Responsibilities

  • Review, classify, and process UMSA purchase orders, travel purchase orders, contracts, and new vendor set up using CODA financial system through the UMSA Dean's Academic Support Fund.
  • Run monthly accounts payable reports using the UMSA Cognos reporting system to review the payment status and issues.
  • Reconcile monthly chartfield ledgers from various University financial systems to the source documents for various areas including USF Health VP, College of Medicine Dean, as well as departments whose fiscal functions have been assumed by the MCOM Business Office.
  • Consult with Purchasing and Financial Services to resolve discrepancies in the reconciliation process; prepare financial statements/reports for administration.
  • Reconcile Procurement Card transactions for cardholders from various areas including USF Health VP, College of Medicine Dean, as well as departments requiring assistance with fiscal functions by the MCOM Business Office.
  • Prepare payroll certifications for the Morsani College of Medicine Business Office and assist other departments in audit/record keeping of leave using the GEMS ALT System.
  • Develop training for MCOM departments on current rules and regulations of the Dean's Academic Support Fund (DASF) to ensure compliance when utilizing DASF funds.
  • Seek ways to improve departmental efficiencies via DASF payment processing.
  • Perform other duties as assigned.

Requirements

  • Bachelor's degree in Accounting, Finance, Business Administration, or a related field with 0-2 years of professional related experience; or a Bachelor's degree in a non-specific field with two years of fiscal related work experience.
  • Four years of directly related experience can be substituted for a Bachelor's degree.
