About the position

The County of San Bernardino is seeking self-motivated and innovative individuals to fill the role of Fiscal/Budget Analyst. This position involves performing complex professional administrative and analytical work that supports managerial functions across various County departments. Fiscal/Budget Analysts are responsible for planning, coordinating, and executing a variety of highly complex and responsible administrative, operational, research, and analytical duties that are essential for fiscal operations and budgetary functions within their designated departments. They play a crucial role in supporting budgetary and fiscal activities, and depending on their specific assignment, they may also provide support and advice to managers in several functional areas that have a department-wide impact. These areas include contracts administration, grants management, legislative analysis, facilities planning, and organizational, operational, and staffing analysis. The official class title for this position is Staff Analyst II. The eligible list established through this recruitment will be utilized to fill current and future vacancies throughout the County, including positions in the County Fire District and Special Districts. Applicants will be asked to indicate their availability and preferences for referral to different agencies in the Supplemental Questionnaire. It is important to note that the County Fire District and Special Districts are separate entities from the County of San Bernardino, and as such, compensation and benefits for their positions are outlined in a different compensation plan. Candidates selected for this position must pass a background investigation and medical examination, including drug screening. For candidates selected for law enforcement departments, public safety positions, or positions with legally required background checks, a more stringent background check will be necessary. Additionally, travel throughout the County is required, and employees must make provisions for transportation, which may include using personal vehicles (mileage reimbursement is available). At the time of hire, a valid California Class C driver license and proof of automobile liability insurance must be provided.

Responsibilities

  • Perform complex professional administrative and analytical work in support of managerial functions throughout County departments.
  • Plan, coordinate, and execute a variety of highly complex and responsible administrative, operational, research, and analytical duties to support fiscal operations and budgetary functions.
  • Make recommendations to managers based on analysis and research.
  • Provide support and advice to managers in various functional areas such as contracts administration, grants management, legislative analysis, facilities planning, and organizational analysis.
  • Conduct in-depth research and analyze complex data to identify options and make viable recommendations.
  • Prepare clear and accurate administrative reports.

Requirements

  • Must possess eighteen (18) months of full-time equivalent professional level administrative experience performing analytical duties in budget/fiscal management, financial analysis, and/or accounting.
  • Must possess two (2) years of full-time equivalent professional level administrative experience performing analytical duties in a combination of areas including budget/fiscal management, financial analysis, contracts, grant management, and data/statistical analysis.
  • Must possess two (2) years of experience as a Staff Analyst II Trainee in San Bernardino County.
  • Bachelor's degree in public/business administration, behavioral/social science, accounting/finance, or other relevant field of study.
  • Associate's degree in relevant field of study AND two (2) years of experience supporting management or professional level administrative services.

Nice-to-haves

  • Knowledge of principles and practices of public administration as applied to fiscal procedures and budget preparation.
  • Ability to communicate clearly, concisely, and effectively, both orally and in writing.
  • Familiarity with enterprise financial management systems such as SAP.
