About the position

The Fiscal Legislative and Budget Analyst (FLBA) for the Baltimore City Council is a pivotal role within the Office of the Council President, specifically part of the Fiscal & Legislative Services group. This mid-level position is designed for a qualified and ambitious candidate who is eager to contribute to the reform and professionalization of Baltimore's legislative body. The FLBA will report directly to the Director of Finance and Budget and is expected to conduct complex financial and policy analysis of legislation introduced before the City Council. This role is crucial in shaping the council's capacity for independent budget and fiscal policy analysis, thereby influencing the financial health and legislative effectiveness of the city. The FLBA will engage in a variety of professional activities related to budget research and fiscal analysis, focusing on the City’s budget and finances, administrative agency operations, fiscal impact statements, and pending legislative proposals. Key responsibilities include studying and analyzing the annual City budget, authoring fiscal reports on budgetary policies and procedures, and analyzing the impact of legislation on small businesses and Baltimore residents. The FLBA will also conduct special fiscal or budgetary studies as requested by the City Council or its members, compile and analyze financial data relevant to City Council legislation, and prepare fiscal impact statements associated with proposed legislation. In addition to these responsibilities, the FLBA will establish working relationships with policy and data analysts across city agencies and other municipal jurisdictions, participate in the review of the Board of Estimates agenda, and deliver complex analysis in language suitable for public consumption. The position requires attendance at City Council meetings and relevant committee hearings, ensuring that the FLBA remains engaged with the legislative process and can provide timely and relevant analysis to support decision-making.

Responsibilities

  • Conduct complex financial and policy analysis of legislation introduced before the City Council.
  • Study, analyze, and make recommendations on the annual City budget.
  • Author fiscal reports on the City budget, fiscal policies and procedures, revenue and expenditure estimates, and appropriations to City agencies.
  • Analyze the impact of legislation on small businesses and Baltimore residents.
  • Conduct analysis and prepare fiscal notes for legislative matters before the City Council.
  • Conduct special fiscal or budgetary studies as requested by the City Council or its members.
  • Compile and analyze financial data relevant to City Council legislation.
  • Prepare and/or analyze fiscal impact statements associated with proposed legislation, where required.
  • Write reports on the fiscal relationship of the City government with State, Federal, County, and other governments and organizations.
  • Establish a working relationship with policy and data analysts across city agencies and other municipal jurisdictions.
  • Participate and assist in the review of the Board of Estimates agenda and provide comments and/or concerns to the Director of Legal Services and Director of Finance and Budget.
  • Deliver complex analysis in language for wide public consumption.
  • Attend City Council Meetings, relevant committee hearings, and perform related work as required.

Requirements

  • A bachelor's degree from an accredited college or university in public policy, accounting, business, economics, finance, municipal government, or a related field.
  • At least two (2) to four (4) years of experience in the collection, analysis, and evaluation of fiscal analysis of government agency programs, operations, processes, policies, or procedures.
  • Knowledge of the best practices of public budgeting and public finance.
  • Knowledge of the principles and techniques of budgetary and fiscal analysis including research and statistical analysis and their application to budgetary and fiscal problems.
  • Knowledge of the principles and practices of public administration.
  • Knowledge of the background, issues, and current trends in municipal government finance and other related urban studies.
  • Proficiency using relevant data analysis and visualization software preferred.
  • Ability to establish and maintain effective working relationships with City officials, departmental personnel and personnel of other governmental agencies and institutions.
  • Ability to deliver clear, concise reports on tight deadlines.

Nice-to-haves

  • A master's degree in finance, Business Administration, Economics, Public Policy and/or Public Administration, or similar degree coupled with at least two (2) years of public sector financial experience.
