About the position

The Fiscal Services Manager (Mental Health Services Manager) at the State of Connecticut's Department of Mental Health and Addiction Services is responsible for overseeing the fiscal operations of the Western Connecticut Mental Health Network. This role involves managing the budget, ensuring compliance with financial regulations, and providing support to various committees and teams within the organization. The position emphasizes collaboration, fiscal oversight, and the development of policies to enhance the effectiveness of mental health services.

Responsibilities

  • Provides fiscal oversight for all aspects of the Western Connecticut Mental Health Network budget, including preparation, asset management, accounting, and financial reporting.
  • Manages the fiscal operations of the Western Connecticut Mental Health Network, producing timely fiscal reports and monitoring staff vacancies and hiring.
  • Oversees lease agreements and deals with landlords when applicable.
  • Responsible for prompt payments on invoices, ergonomic requests, mileage, and conference reimbursements.
  • Chairs the Safety and Health Committee and oversees building issues at all three sites, ensuring compliance with Joint Commission Standards.
  • Maintains collaborative relationships with landlords, DAS, and vendors.
  • Participates in Executive Committee, Threat Assessment Team, and other committees as assigned.
  • Serves as liaison to DMHAS non-profit providers in fiscal/programmatic matters.
  • Works closely with Human Resources regarding positions/refills on a regular basis.
  • Updates and maintains fiscal policies within the Western Connecticut Mental Health Network.
  • Responds to requests for internal and external audits, providing corrective actions and following up in a timely manner.
  • Provides regular supervision to Fiscal Administrative Assistant and Secretary.

Requirements

  • Master's degree in Social Work, Public Health, Public Administration, or a related field.
  • Eight years of experience in business administration or health care administration involving responsibility for financial management or budget development.
  • Four years of experience in a professional organization that provides mental health or intellectual and developmental disability services or general hospital administration.
