About the position

The Flood Protection Manager is responsible for overseeing the City's flood management and protection program, ensuring the successful execution of civil engineering projects in collaboration with the West Sacramento Area Flood Control Agency (WSAFCA). This role involves leading regional flood management initiatives, coordinating with various agencies, and supervising a team of professionals to achieve the City's flood protection objectives.

Responsibilities

  • Coordinate and plan the City's flood management and protection program.
  • Lead initiatives for regional flood management planning.
  • Supervise professional, technical, and supervisory staff.
  • Monitor legislation related to flood management at State and Federal levels.
  • Work with lobbyists to protect and advance the City's interests in legislation.
  • Coordinate with various agencies on flood management matters.
  • Develop a comprehensive funding strategy for flood protection.
  • Administer contracts, permits, and licenses as needed.
  • Ensure the Flood Annex of the Emergency Operations Plan is up to date.
  • Oversee public information and outreach efforts related to flood protection.
  • Develop work plans and schedules for the flood management program.
  • Assign work activities and monitor workflow.
  • Prepare reports, correspondence, and special studies.
  • Participate in staff selection, training, and evaluation.
  • Make presentations to the City Council and other bodies.

Requirements

  • Bachelor's Degree in civil engineering or a related field.
  • At least five years of experience managing flood control or water resources projects.
  • Solid understanding of floodplain management and flood control systems.
  • Experience working with State and Federal regulatory agencies.
  • Possession of a valid Class '3' or 'C' California driver license.

Nice-to-haves

  • Registration as a Professional Civil Engineer (PE) in California is preferred.
