About the position

The FMS Acquisition Manager, Journeyman at COLSA is responsible for supporting the Department of Defense (DoD) acquisition processes by analyzing and evaluating information required by the US government. The role involves assisting in the development of acquisition documentation, performing work measurement studies, and supporting various acquisition events and reviews. The candidate will utilize automated management information systems to provide analytical and advisory functions, ensuring compliance and effectiveness in acquisition operations.

Responsibilities

  • Support key acquisition events and reviews such as System Requirements Reviews (SRR) and Preliminary Design Reviews (PDR).
  • Assist with establishing and maintaining databases and analyzing key program metrics.
  • Track technical metrics and report status.
  • Apply understanding of DoD and AF program/project analysis to assist with planning and presenting assessments.
  • Evaluate implications of existing or proposed projects and recommend improvements.
  • Support the development and approval processes for requirements documents and the JCIDS process.
  • Translate user requirements documents into Request for Proposal (RFP) documentation.
  • Assist capabilities managers in supporting High Powered Teams (HPTs) for capabilities development.
  • Promote the use of Modeling Simulation & Analysis (MS&A) throughout the acquisition lifecycle process.
  • Provide support for all aspects of program cost, schedule, and performance.
  • Assist with Data Item Descriptions (DIDs) and Contract Data Requirements Lists (CDRLs).
  • Develop and collect technical data for staff summary packages for milestone approval.
  • Assist in producing draft documentation and presentation materials as needed.
  • Provide schedule analysis of overarching program Integrated Master Schedule (IMS).
  • Interface and coordinate with lateral USG organizations to accomplish assigned tasks.
  • Assist with the resolution of programmatic issues and provide technical support for integrated program reviews.
  • Participate in process improvement activities as members of Integrated Product Teams (IPTs).
  • Facilitate meetings and manage CDRLs.

Requirements

  • Bachelor's degree with ten years of experience in the respective technical/professional discipline, three of which must be in the DoD, or a high school diploma with fifteen years of directly related experience, five of which must be in the DoD.
  • Ability to obtain and maintain a Secret security clearance; U.S. Citizenship required.
  • Proficiency in Microsoft Office Applications (Outlook, Word, Excel, PowerPoint, SharePoint, and Teams) and Adobe Acrobat.

Nice-to-haves

  • Knowledge of CCaR, PIIE, WAWF, FAR, and DFAR.
  • Understanding of Form 1067 and Form 206.
  • Knowledge of Commercial Asset Visibility Air Force (CAV AF) system.
