About the position

The FMS Acquisition Manager at Abacus Technology is responsible for supporting the planning, development, implementation, and management of a comprehensive systems support strategy at Robins AFB. This full-time role requires extensive knowledge in Foreign Military Sales (FMS) and related areas to ensure effective program management and compliance with DoD regulations.

Responsibilities

• Utilize and maintain expert knowledge in Foreign Military Sales (FMS) Security Assistance (SA), technology transfer, disclosure and releasability, export/import compliance, risk management, program/project management, Total Package Approach (TPA) logistics support/sustainment, technical data management, contractor services, and training support.
• Assist in maintaining and updating program/project management documents, developing standard plans and operating instructions/procedures, and financial management.
• Identify, assess, and document acquisition and acquisition logistics resource requirements.
• Evaluate and respond to Letters of Request (LOR), formulate Letter of Offer and Acceptance Data (LOAD), and Manpower Requirements Packages (MRP).

Requirements

• 15+ years experience in acquisitions including at least 5 years working in a DoD environment.
• Bachelor's degree in a related field.
• Possess knowledge, experience, and recognized ability in the technical/professional field.
• Ability to perform tasks and oversee the efforts of junior personnel within the technical/professional discipline.
• Knowledge and previous experience with USAF acquisition and DoD 5000.2 Series.
• Understanding of current Department of Defense (DoD) and Air Force acquisition regulations, guidelines, and processes.
• Demonstrate proficiency in Microsoft Office Applications, Adobe Acrobat, and web access applications.
• Experience with Automated Time Attendance and Production System (ATAAPS), Defense Travel System (DTS), Defense Security Assistance Management System (DSAMS), and Security Assistance Manpower Requirements System (SAMRS) is highly desired.
• Understanding of ILS planning, development, and execution.
• Demonstrate a working knowledge of logistics and maintainability programs.
• Understanding of budgetary or financial analysis and control and life cycle cost analysis and control.
• Must be a US citizen and hold a current Secret clearance.
