About the position

The position involves supporting the Capability Development (CAPDEV) Portfolio Manager and the Executive Officer for the Capability Management Function (CMF) Secretariat. The role requires maintaining comprehensive knowledge and oversight over the planning and execution of all projects, programs, and portfolios for which the Directorate is responsible, as mandated by existing Allied Command Transformation (ACT) Directives and Standard Operating Procedures (SOPs). This includes ensuring that all activities align with the strategic objectives of the organization and contribute to military capability development. In this role, you will be responsible for engaging with key stakeholders, including Allied Command Operations (ACO), NATO Communications and Information Agency (NCIA), NATO Support and Procurement Agency (NSPA), and NATO Headquarters. You will facilitate information flow and exchange with appropriate ACT national and NATO HQ and Agency staff, ensuring that all relevant parties are informed and involved in the decision-making processes. Additionally, you will prepare the agenda for the CMF coordination meetings, ensuring the execution of both regular and ad-hoc Capability Management Coordination Group (CMCG) meetings and Capability Management Authority (CMA) meetings. You will also be tasked with consolidating meeting minutes and ensuring that all stakeholder perspectives and inputs are appropriately incorporated into the documentation. Your support will extend to liaising with Program Directors and Capability Monitors within ACT to ensure that all relevant inputs are included in the CMF coordination battle rhythm. Furthermore, you will play a crucial role in supporting efficient and effective Information Management that enables full accessibility to all relevant Management and Governance documents.

Responsibilities

  • Support the CAPDEV Portfolio Manager and the Executive Officer for the Capability Management Function (CMF) Secretariat in maintaining comprehensive knowledge and oversight over the planning and execution of all projects, programs, and portfolios.
  • Engage with key stakeholders including ACO, NCIA, NSPA, and NATO HQ to facilitate information flow and exchange.
  • Prepare the CMF coordination meeting agenda and ensure the execution of regular and ad-hoc Capability Management Coordination Group (CMCG) meetings and CMA meetings.
  • Consolidate meeting minutes and ensure all relevant stakeholder perspectives and inputs are incorporated.
  • Liaise with Program Directors and Capability Monitors to ensure appropriate input for each topic in the CMF coordination battle rhythm.
  • Support efficient and effective Information Management to enable full accessibility to all relevant Management and Governance documents.

Requirements

  • Active National or NATO Secret (or higher) clearance.
  • Bachelor's equivalent or Military College degree.
  • 2 years of demonstrable Program/Project Management experience in the past 10 years within a complex and dynamic environment with a focus on military capability development.
  • Knowledge of project management principles and demonstrated success in applying them to deliver capabilities.
  • Demonstrable experience working in a multinational organization or NATO Command Structure (NCS)/NATO Force Structure (NFS), and familiarity with NATO agencies' role in system development.
  • Demonstrated proficiency in English as defined in STANAG 6001 (Standardized Linguistic Profile (SLP) 3333 - Listening, Speaking, Reading and Writing) or equivalent.
  • Demonstrated proficiency in the use of the Microsoft Office Suite and collaborative software.
  • Demonstrable proficiency in effective oral and written communication, including briefing and coordinating with business stakeholders.
