About the position

The Budget Analyst IV-V position at the Texas Department of Licensing and Regulation involves advanced budget preparation and analysis work. The role is responsible for overseeing the preparation of budgets, analyzing expenditure patterns, and preparing various financial reports. The analyst works under minimal supervision and has significant latitude for independent judgment, contributing to the agency's financial management and reporting processes.

Responsibilities

  • Oversees and coordinates the preparation of budgets to provide the Chief Financial Officer and the Division Director with expenditure data, trends, and recommendations.
  • Analyzes expenditure patterns and makes recommendations on the use of funds.
  • Oversees the preparation of financial statements and budgetary reports, facilitating budgetary coordination with other units as appropriate.
  • Establishes work methods and priorities, determining methodologies for budget evaluations.
  • Prepares and issues instructions covering budget and funding procedures.
  • Ensures accuracy and timeliness of biennial legislative appropriation requests and other reports.
  • Assists with responses to budgetary inquiries from the legislature and other agencies.
  • Prepares periodic financial statements and assists with the Annual Financial Report.
  • Informs management of budget deviations and potential impacts on operations.
  • Plans, organizes, and coordinates the budgetary functions of the agency.

Requirements

  • Four (4) years of experience in budget preparation and analysis, or financial management and reporting in a state agency for Budget Analyst IV.
  • Seven (7) years of experience in budget preparation and analysis, or financial management and reporting in a state agency for Budget Analyst V.
  • Experience using Uniform Statewide Accounting System (USAS) and Centralized Accounting and Payroll/Personnel System (CAPPS) is required.
  • Experience with Automated Budget and Evaluation System of Texas (ABEST) is preferred.
  • Graduation from an accredited four-year university with a degree in business administration, accounting, finance, or public administration is preferred.

Nice-to-haves

  • Experience with expenditure, payroll, and revenue transactions is preferred.
  • Financial management experience is also preferred.
