About the position

The Facility Security Officer (FSO) at Huntington Ingalls Industries (HII) is responsible for implementing and managing security measures in compliance with the National Industrial Security Program Operating Manual (NISPOM) and other government regulations. This role involves overseeing the security program, conducting briefings, and ensuring the safeguarding of classified information within a fast-paced environment.

Responsibilities

  • Manage all aspects of the National Industrial Security Program (NISP) and other security activities for HII Mission Technologies.
  • Prepare, track, and monitor DD254's forms for subcontractors ensuring 100% accuracy and completeness.
  • Conduct periodic self-inspections as directed by the National Industrial Security Program Operating Manual (NISPOM).
  • Create, execute, and monitor HII Mission Technology security policies, procedures, and practices in compliance with government security requirements.
  • Review all personnel security paperwork for accuracy, completion, and submission via eAPP and other methods.
  • Provide guidance and instructions to all employees to ensure any event that could be considered a breach of security is reported immediately.
  • Conduct security trainings, briefings, and debriefings.
  • Manage, protect, and safeguard high volume of classified materials.
  • Administer Defense Information for Security System (DISS) activity including processing and maintaining personnel security clearances and visit requests.
  • Prepare for and participate in the DCSA facility security assessments.
  • Maintain visitor control functions and verifying visit authorization requests (VARs).
  • Prepare reports and presentations for all levels of Management including Senior Management.
  • Investigate and report security violations and draft incident reports.

Requirements

  • 6 years relevant experience with Bachelors in related field; 4 years relevant experience with Masters in related field; or High School Diploma or equivalent and 10 years relevant experience.
  • Facility Security Officer Program Management for Possessing Facilities certificate of completion.
  • Minimum five (5) years' experience as Facility Security Officer (FSO).
  • Minimum five (5) years' experience managing DoD classified contractor security programs/contracts.
  • Experience managing a DoD cleared facility approved for safeguarding.
  • Current Secret clearance.
  • Strong knowledge of the NISPOM and the aspects specific to the execution of the Industrial Security Program.
  • Strong knowledge and use of Department of Defense systems and applications which includes DISS, NCAISS, NISS, and SWFT.
  • Knowledge and experience enforcing security policies and procedures.
  • Ability to capture fingerprints electronically.
  • Strong written and oral communication skills.
  • Strong leadership and interpersonal skills.
  • Proficient Microsoft Office skills.

Nice-to-haves

  • Establishing an Insider Threat Program Course certificate completion.
  • Experience using Access Commander and SIMS.
  • Knowledge of the DOE, Intelligence Community, and other Government security regulatory manuals.
