About the position

The Civil and Environmental Practice seeks an enthusiastic and motivated Mechanical or Civil Engineer to join our growing and high-performing Fuel System and Environmental Compliance Team based in Virginia Beach, VA. This position involves planning, executing, and documenting environmental compliance projects related to the storage and distribution of petroleum, oils, and lubricant (POL) facilities and infrastructure for a well-established client. Responsibilities include conducting inventories, inspections, and management plans for Petroleum Storage Tanks (PSTs) and developing spill response and prevention activities, including Spill Prevention Control and Countermeasures (SPCC) plans. As part of a multi-disciplinary, collaborative engineering team, you will work closely with staff located in the Virginia Beach office and other Michael Baker offices across the United States. The role offers several opportunities for travel across the US, including Alaska, Hawaii, and territories, as well as internationally to various Department of Defense installations in Europe, Asia, and Africa. Essential duties include supporting a project team of engineers in planning, executing, and documenting environmental engineering projects, preparing complex engineering studies, managing multiple technical projects, evaluating state and federal environmental regulations, and preparing documents for regulatory agencies to obtain required permits. You will also communicate with the project team on technical and administrative requirements, schedule and attend internal meetings, and prepare for site visits by evaluating project scopes of work. Completing site visits will involve meeting with clients and subcontractors to oversee and document environmental compliance work, evaluating subcontractor reports, and preparing technical reports documenting project scopes of work. You will be responsible for completing project technical requirements within established budgets and schedules, performing quality assurance activities, and completing continuing education and training to maintain professional expertise and credentials.

Responsibilities

  • Supports a Project Team of engineers in planning, executing, and documenting environmental engineering projects.
  • Prepares complex engineering studies supporting environmental engineering, planning, compliance, site evaluations, and corrective actions; prepares corrective action designs and specifications.
  • Manages multiple complex technical projects as the primary task manager.
  • Evaluates and develops technical scopes of work and cost estimates for unique project requirements.
  • Evaluates the applicability of state and federal environmental regulations.
  • Prepares documents for regulatory agencies to obtain required permits.
  • Communicates with Project Team on technical and administrative requirements.
  • Schedules and attends internal meetings as necessary and documents key decisions and action items.
  • Prepares for site visits by evaluating project scopes of work and coordinating site work activities with onsite personnel and vendors.
  • Completes site visits by traveling to sites to meet with clients and subcontractors to initiate, oversee, document, and troubleshoot the execution of environmental compliance work.
  • Evaluates subcontractor reports of site work and prepares technical reports documenting the project scopes of work.
  • Completes project technical requirements within established budgets and schedules.
  • Performs quality assurance activities.
  • Completes continuing education and training to maintain professional expertise and credentials.

Requirements

  • Bachelor of Science in Mechanical/Civil Engineering or equivalent.
  • 4 - 8 years of increasingly responsible engineering experience.
  • Professional Engineer (P.E.) license required, or ability to obtain within 6-months.
  • Experience in Department of Defense civil and environmental engineering and/or environmental compliance is REQUIRED, including bulk fuel storage and delivery system design or military service station fuel system design and construction as well as development of SPCC plans.
  • Certification in tank and/or piping inspection (such as STI SP001/API 653/API 570) is also REQUIRED.
  • Excellent technical writing and communications skills.
  • Excellent skills in Microsoft Office Suite and Adobe Acrobat.
  • Proficient skills in AutoCAD will also be considered.
  • Ability to traverse uneven terrain wearing PPE and carrying light equipment necessary for data collection and reporting.
  • Legally authorized to work in the U.S., with a valid U.S. passport and eligible for security clearance.
