About the position

The Functional Analyst (Data Quality & Database Specialist) position at the Washington State Board for Community and Technical Colleges (SBCTC) is focused on ensuring data quality and integrity within the agency's data systems. This role involves supporting the extraction, transformation, and loading of data for reporting purposes, while also serving as the primary contact for coding support related to PeopleSoft systems. The position requires collaboration across various functional areas to resolve data issues and produce quality assurance reports, ultimately contributing to the agency's mission of maximizing student potential and promoting racial equity in education.

Responsibilities

  • Serve as lead administrator and primary point of contact for the Quality Assurance System (QARS).
  • Provide coding support and assistance for SBCTC and college staff, including referring requests for technical assistance.
  • Act as the point of contact for QARS reports related to students, enrollments, and staff, assisting colleges with coding requirements and troubleshooting data errors.
  • Collaborate with ctcLink Support functional analysts to implement configuration changes that align with Data Warehouse coding requirements and State Board policy.
  • Support and promote Data Governance activities, including creating digital work areas and maintaining records of meetings and decisions.
  • Identify recurring data issues and collaborate across functional areas towards resolution.
  • Develop and maintain Data Services documentation, such as the SBCTC Staff Coding Manual and Data Warehouse Data Dictionaries.
  • Maintain the Data Services and Data Governance pages internally and externally.
  • Coordinate projects as assigned and continuously assess and improve application services processes.
  • Identify opportunities for innovation and leverage emerging technologies to drive digital transformation initiatives.

Requirements

  • A Bachelor's degree or higher in computer science or related field.
  • A minimum of six years of technical experience in Information Technology within data management.
  • A minimum of four years experience with Microsoft Office.

Nice-to-haves

  • Working knowledge of Microsoft Access
  • Working knowledge of Microsoft SQL Server Reporting Services
  • Working knowledge of SharePoint
  • Ability to read and write Structured Query Language (SQL)
