About the position

The Functional Analyst position at Seattle Public Utilities (SPU) is crucial for supporting end users and operational functions of the Customer Information Systems, specifically focusing on Customer Care & Billing (CCB) and Meter Solution Cloud Services (MSCS). The role involves analyzing issues, developing solutions, and collaborating with business stakeholders to enhance system functionality related to billing, metering, field work, collections, and customer service.

Responsibilities

  • Provide technical and subject matter expert support and guidance on defect resolution and enhancement design.
  • Gather and analyze business requirements as part of the solution and design process.
  • Analyze system impacts stemming from policy and procedure changes.
  • Write, review and maintain functional and technical documents.
  • Configure new enhancements and modifications in supported systems.
  • Manage and prioritize system defects and enhancement requests.
  • Develop test plans, write test cases and coordinate User Acceptance Testing (UAT).
  • Serve as the subject matter expert on assigned projects.
  • Collaborate with Seattle City Light (SCL) and Seattle IT on joint utility projects and technical solutions.
  • Partner with internal and external integration customers to resolve system errors, identify areas of improvement and streamline processes.
  • Develop procedures and train end users on new system functionality.
  • Perform other duties of a comparable type as required.

Requirements

  • Three (3) years of experience in systems, operations, procedures, research, or analysis.
  • Bachelor's degree in business or public administration, finance, computer science or a related field, or two (2) additional years of related experience.

Nice-to-haves

  • Experience with Oracle Customer Care and Billing (CCB), Meter Solution Cloud Services (MSCS).
  • Experience working with vendors and cloud-based systems.
  • Relational databases such as Oracle and/or MySQL.
  • Excellent analytical and problem-solving skills.
  • Experience with utility business processes.
  • Knowledge of one or more functional areas.
  • Ability to work in a fast pace environment with competing deadlines.
  • Strong oral and written communication skills.
  • Ability to work effectively with all levels of the organization.
