About the position

The Portfolio Project Manager II at the Texas Facilities Commission is responsible for providing advanced managerial oversight and guidance in the areas of construction, maintenance, and facilities planning. This part-time role involves strategic planning, policy development, and program evaluation to support the agency's goals and objectives. The position requires a high level of initiative and independent judgment, working closely with the Deputy Executive Director to ensure effective execution of various projects within the Facilities Design and Construction Division.

Responsibilities

  • Oversee and direct specific activities of multiple programs within the Facilities Design and Construction Division.
  • Develop short- and long-term strategic planning and ongoing strategic analysis.
  • Monitor and analyze design, study, and construction projects.
  • Plan, develop, analyze, coordinate, monitor, and evaluate policies.
  • Review guidelines, procedures, rules, and regulations; advise on compliance.
  • Review and advise management on productivity, performance measures, and financial reports.
  • Troubleshoot contract performance issues and provide guidance on corrective measures.
  • Evaluate and identify areas of needed change; recommend solutions.

Requirements

  • Graduation from an accredited four-year college or university with major course work in architecture, engineering, or a related field.
  • Seven years of progressively responsible experience in project management, architecture, engineering, or construction management, including six years of supervisory or managerial experience.
  • Licensed TBAE Architect or registered TBPELS Professional Engineer.

Nice-to-haves

  • Master's degree in a related field may be substituted for up to two years of experience.
  • Experience in public administration and management.
  • Knowledge of energy procurement and management.
