About the position

The General Counsel for the Office of the Commission on Police Practices in San Diego serves as the primary legal advisor to the Commission and its staff. This role involves providing legal support on governance matters, ensuring compliance with various laws, and assisting in the development of operational policies. The General Counsel also represents the Commission in legal proceedings and prepares legal analyses and documents as needed.

Responsibilities

  • Manage the legal work of the Commission by providing legal support and advice.
  • Advise on legal matters related to Commission governance, including operations and procedures.
  • Provide guidance on applicable federal and state laws, including the Ralph M. Brown Act and California Public Records Act.
  • Assist in developing and implementing the Commission's operational policies and procedures.
  • Represent the Commission in administrative and court hearings.
  • Prepare written legal analyses and opinions regarding police officer conduct and discipline.
  • Draft legal documents applicable to the Commission.
  • Oversee the Commission's compliance with public records requests and disclosure of records.
  • Prepare subpoenas for witnesses and evidence related to investigations.
  • Attend Commission meetings and provide training on legal issues.
  • Liaise with the City Attorney and perform other legal duties as assigned.

Requirements

  • Graduation from an accredited law school.
  • Admission to practice law in all courts of California.
  • Minimum of 10 years of legal experience, particularly with California public entities.
  • Knowledge of the Ralph M. Brown Act, California Public Records Act, and conflict of interest laws.
