About The Position

The General Counsel to the Adjutant General serves as the primary legal advisor for the Wisconsin Department of Military Affairs (DMA) and its various divisions, including Wisconsin Emergency Management (WEM) and Office of Emergency Communications (OEC). This role involves providing legal and policy counsel, responding to public records requests, drafting administrative rules, and representing the DMA in legal matters. The position also includes supervising a paralegal and the records and forms officer, ensuring compliance with legal standards and supporting the DMA's mission during emergencies.

Requirements

• Possession of a law degree from an accredited law school.
• Possession of a license to practice law in the State of Wisconsin.
• Experience researching and analyzing statutes, administrative regulations, and case law.
• Ability to explain legal concepts orally and in writing to various audiences.

Responsibilities

• Provide legal and policy counsel for the Adjutant General and other senior officials.
• Respond to public records requests and draft administrative rules.
• Provide representation of DMA in legal actions and proceedings.
• Draft and review contracts and research environmental matters.
• Serve as parliamentarian at Wisconsin Homeland Security Council meetings and draft emergency orders.
• Supervise a paralegal and the records and forms officer.
