About the position

The General Manager of Belchertown Community Television (BCTV) is responsible for enhancing the town's communication through TV broadcasts, streaming productions, and social media outreach. This role involves developing policies, managing operations, and overseeing personnel and budget to transition the town's cable broadcast system to a modern streaming service. The Manager collaborates with municipal leaders to create a strategic plan that aligns with the town's communication goals.

Responsibilities

  • Develop new, creative local and regional programming opportunities.
  • Oversee the production planning, recording, editing, and streaming of Town meetings and events.
  • Manage the evolution of BCTV from traditional TV broadcasts to streaming and social media.
  • Maintain existing equipment and requisition new equipment as needed.
  • Maintain recording and broadcast schedules of town meetings and activities.
  • Research new social media platforms for municipal communication.
  • Promote BCTV and BCStreaming through the town's website and social media.
  • Prepare and schedule material for playback and livestreaming, ensuring quality optimization.
  • Schedule, train, and mentor volunteers.

Requirements

  • Significant experience managing or providing senior leadership of a TV station or streaming media environment (3 - 5 years).
  • Experience developing and producing live and on-demand streaming content (3 years with some supervisory experience).
  • Experience maintaining cable broadcast and streaming equipment and software (3 years).
  • Ability to respond to evening and weekend technology or staffing problems.
  • Strong verbal and written communication skills.
  • Ability to manage multiple projects and meet deadlines.
  • Valid Massachusetts driving license.

Nice-to-haves

  • Proficiency with video editing software (e.g., Final Cut Pro, Adobe Premier Pro).
  • Experience with multichannel broadcasting servers (e.g., CASTUS QuickRoll).
  • Knowledge of FCC and OSHA equipment guidelines and regulations.
  • Experience working with municipal employees and residents.
  • Basic understanding of copyright laws.
