About the position

The General Manager (RFCD Chief Engineer) position at the Clark County Regional Flood Control District (RFCD) is a leadership role responsible for overseeing the planning, development, and implementation of flood control projects and programs. This position involves managing day-to-day operations, providing staff support, and ensuring effective communication with the RFCD Board of Directors and various stakeholders. The role requires a strong background in civil engineering and flood control management, as well as the ability to coordinate efforts among local, state, and federal agencies.

Responsibilities

  • Develop and direct the implementation of goals, objectives, policies, procedures, and work standards for the district.
  • Direct the preparation and administration of the district's budget and capital improvement program.
  • Plan, organize, supervise, review, and evaluate the activities of management staff responsible for specified administrative and/or operational areas of the district.
  • Work with the RFCD Board and various advisory boards to formulate and implement policies and plans related to flood control.
  • Prioritize and allocate available resources; review and evaluate program and service delivery.
  • Coordinate the acquisition of land rights and oversee project design and control of construction plans for flood control projects.
  • Direct the preparation of federal grant and funding requests; ensure appropriate record keeping and reporting to funding agencies.
  • Represent the agency in local and state-wide forums, making presentations before various committees and legislative bodies.
  • Direct the selection of staff and provide for their training and professional development.
  • Conduct analytical and technical studies; develop and review reports of findings and recommendations.

Requirements

  • Bachelor's Degree in civil engineering or a closely related field.
  • Seven years of progressively responsible experience in professional engineering and engineering management, including two years in flood control management and planning.
  • Valid registration as a professional engineer (PE) in the State of Nevada or the ability to obtain it within one year of hire.
  • Valid Nevada Class C driver's license.
