About the position

DEQ has an open opportunity for a Geologist/Hydrogeologist. The primary purpose of the Geologist/Hydrogeologist position is to manage pollution incident sites for those that the WQROS remains responsible for (primarily related to permitted wastewater facilities, agricultural sites, and naturally occurring contamination) and to perform hydrogeological evaluations related to permitted and regulated waste discharge activities, including animal waste management activities as they relate to groundwater in the 21 counties for which the Washington Regional Office is responsible. This position will also evaluate waste disposal and well permit applications relative to established rules and statutes.

Responsibilities

  • Review of comprehensive site assessment reports, corrective action plans and monitoring reports prepared for sites that have soil and/or groundwater contamination for which the Division of Water Resources provides oversight.
  • Assessing potential human and environmental impacts associated with surface and groundwater contamination.
  • Conducting on-site inspections of permitted facilities during evaluations or during any permit application review processes.
  • Preparing and submitting draft permits, final comments and recommendations regarding submitted reports and permit applications (for well construction activities, land application and wastewater management projects) to the applicable party, office, or permitting agency.
  • Reviewing facility compliance data (related to performance/operation, effluent quality, monitoring wells, site assessments, and compliance databases) to ensure surface and groundwater quality is maintained to standards.
  • Developing appropriate enforcement documents (Notices of Violation/Intent to Enforce, Special Orders, etc.) to compel parties toward compliance and mitigation of hazards.

Requirements

  • Demonstrated knowledge of regulations, laws, policies, and/or procedures related to environmental programs.
  • Demonstrated experience analyzing and/or interpreting data.
  • Demonstrated experience analyzing regulatory documents and/or making routine determinations for compliance with principles and/or standards of regulatory documents.
  • Demonstrated experience communicating information through written and/or verbal communication.
  • Bachelor's degree in geology, geosciences, physical science or a related field, or engineering with 30 credit hours of geological science course work from an accredited college or university.

Nice-to-haves

  • Licensure as a Professional Geologist by the North Carolina Board for the Licensing of Geologists.
  • An equivalent combination of education and experience.
