About the position

The GHG Inventory & Reporting Unit Analyst position is responsible for supporting the Climate Change Program within the Air Pollution Control Division of the Colorado Department of Public Health and Environment. This role involves developing and implementing greenhouse gas (GHG) emission reduction strategies, conducting technical analyses, managing data related to emissions, and collaborating with various stakeholders to ensure compliance with state and federal regulations. The analyst will also contribute to the development of GHG inventories and reporting programs, aiming to meet Colorado's climate goals and engage with disproportionately impacted communities.

Responsibilities

  • Develop and utilize technical skills and analysis procedures for GHG emission reduction strategy development projects.
  • Conduct research and technical analyses of GHG and co-pollutant emission sources and sinks.
  • Manage datasets and tools to model and analyze emissions and assess progress towards GHG reduction goals.
  • Identify data gaps and propose solutions to fill those gaps.
  • Produce memos, reports, and guidance documents for stakeholders and the public.
  • Coordinate with other agencies and stakeholders for outreach and engagement efforts.
  • Aid in the development of rule proposals and support rulemakings before the AQCC.

Requirements

  • Five years of relevant experience in regulatory and policy development, environmental consulting, or air emissions tracking, preferably related to climate change.
  • A combination of related education and/or relevant experience equal to five years.

Nice-to-haves

  • Knowledge of climate policies, technologies, and trends.
  • Experience with greenhouse gas or other air pollution accounting.
  • Experience writing technical documents, including emissions inventory reports.
  • Knowledge of carbon offset registries and trading markets.
  • Experience with data collection, cleaning, and analysis, including database management.
  • Experience with developing data visualizations.
  • Experience with scripting in R, RMarkdown, Python, or similar languages.
  • Experience engaging with stakeholders or the public.
