About The Position

The GIS Administrator position is responsible for maintaining the Association's ESRI Geographical Information System (GIS) and associated applications and database systems. This role involves the collection, creation, posting, and mapping of the Association's assets, including the electrical network and broadband fiber network. The GIS Administrator will also manage electronic and physical information systems required to maintain GIS data, ensuring data integrity and functionality of GIS and related data systems.

Requirements

  • Bachelor of Science in Geographical Information Systems or related field is preferred or an Associate Degree relevant to GIS is required.
  • One year of current and relevant experience utilizing GIS and GPS systems for utility mapping or equivalent is preferred with a Bachelor's Degree.
  • Five years of current and relevant experience utilizing GIS and GPS systems for utility mapping or equivalent is required with an Associate Degree.
  • Working knowledge in Geographical Information Systems (GIS) mapping applications utilizing ESRI products such as ArcPad, ArcGIS and ArcCatalog.
  • Basic knowledge of database management systems and related SQL query languages such as Microsoft SQL Server, Microsoft Access or equivalent.
  • Proficiency with latest Windows operating system and the Microsoft Office products.

Responsibilities

  • Maintains and ensures the functionality and data integrity of the GIS and related data systems including electrical and fiber networks modeling.
  • Performs or assists in the maintenance and operational changes such as phasing changes, switching changes and device settings changes.
  • Assists in updating geographical and land base information such as highways, developments, waterways, political boundaries, and service area boundaries.
  • Draws or maps electric and fiber work orders and enters related information into the GIS system as needed.
  • Assists the GIS Supervisor in managing third-party GIS mapping vendors as needed.
  • Collects accurate and detailed information on the electrical distribution system and provides archival and backup support of Association assets as required.
  • Insures data integrity and integration with internal and third-party applications.
  • Provides plots and copies of Association distribution maps and other Association assets as needed.
  • Maintains and operates Association document reproduction equipment.
  • Assists in field collection of information and the field staking of construction projects as assigned.
  • Assists in CAD drafting in support of engineering design and other related areas.
  • Assists with the setup, configuration and installation of GPS collection equipment.
  • Assists with the integration, specifications and support of Association Staking, Consumer Information Systems (CIS), SCADA, EA, OMS and GIS systems.
  • Works closely with IT, broadband and electrical maintenance departments to ensure proper data exchange and integration with various IT and OT applications.
  • Provides data driven reports, statistics and graphs sourced by interdepartmental Enterprise database systems, based on impromptu requested of various personnel across the Association.
  • Coordinates with Engineering and other departments to provide supporting datasets, at the Association level, required for reporting to several governing agencies.
  • Develops data analysis and integrity checks on interdepartmental Enterprise databases to ensure investment of data quality and accuracy stay up-to-date as well as identify and recommend areas that quality control improvement is needed.
  • Utilizes mobile radio and mobile phone for communications.
  • Assists in damage assessment, line patrol, documentation, and crew coordination for outage situations.
