The GIS Application Specialist position at Minnesota IT Services involves supporting the documentation, data management, and maintenance of Geographic Information Systems (GIS) for the Minnesota Department of Transportation (MnDOT). The role includes providing technical assistance and problem-solving support to MnDOT staff, ensuring effective use of GIS technology and applications. This position is eligible for full-time telework, allowing flexibility in work location while contributing to critical transportation infrastructure projects.

  • Support the documentation, data, and maintenance of GIS including basic GIS analysis modeling.
  • Provide GIS technical assistance and problem-solving support to MnDOT staff.
  • Promote awareness of enterprise GIS services, applications, and architecture.
  • Assist in the integration of GIS technology into business processes at the district and agency level.
  • Minimum of two years of IT-related experience providing GIS support.
  • Experience with ESRI desktop software ArcGIS (ArcMap and ArcCatalog).
  • Understanding of GIS technology, including GIS concepts, cartographic principles, and database management practices.
  • Knowledge of ArcGIS Portal and ArcGIS Online.
  • Thorough working knowledge of ESRI geodatabases.
  • Experience providing GIS support to individuals using ESRI tools and extensions.
  • Ability to deliver effective verbal or written messages that facilitate mutual understanding.
  • Customer service skills including active listening, empathy, and problem-solving.
  • A four-year degree in Geography or a closely related field with a focus on GIS technology.
  • Power Platform development skills.
  • Custom Web development skills in JavaScript.
  • Knowledge of ArcGIS Geo-database structures and functions.
  • Experience in MS Azure development environments.
  • Python development skills in an ArcGIS context (ArcPY environment, notebooks).
