About the position

The GIS Director is responsible for managing Berrien County's Geographic Information System (GIS) and web mapping systems, utilizing ESRI products to support various county departments. This role involves direct supervision of department personnel, overseeing hiring, training, and evaluation processes, as well as coordinating work assignments and administering policies. The GIS Director also serves as the Grant Administrator for the Remonumentation Program and is responsible for budget management within the GIS department. The position requires strategic planning for the implementation and maintenance of an Enterprise GIS server, delivering GIS services to the public, and ensuring data accuracy and accessibility.

Responsibilities

  • Manage the County's Geographic Information System (GIS) and web mapping systems utilizing ESRI products.
  • Supervise and guide department personnel, including hiring, training, and evaluating staff.
  • Coordinate scheduling and work assignments for the GIS department.
  • Administer policies, procedures, and discipline within the department.
  • Serve as Grant Administrator for Berrien County's Remonumentation Program.
  • Manage budgets for the GIS department and develop departmental goals and objectives.
  • Implement and maintain a computerized property tax parcel-based mapping system.
  • Coordinate long-term strategic planning for an Enterprise GIS server.
  • Deliver GIS services to the general public and assist in planning and design of various systems.
  • Develop specifications for GIS and GPS related hardware and software.
  • Maintain existing spatial data layers and develop additional layers as necessary.
  • Provide technical support to local governments and emergency management services.
  • Prepare and distribute GIS maps and information, including geographic analysis and reports.

Requirements

  • Master's Degree in Geography, GIS, Cartography, Planning or related field and three years of paid full-time experience in geographic information and mapping systems and the Michigan property tax system; OR Bachelor's Degree in Geography, Civil Engineering, GIS, Planning, Surveying, or related field and five years of paid full-time experience in geographic information and mapping systems and the Michigan property tax system.
  • Expertise in GIS conceptualization, design, and production of complex cartographic and spatial data displays.
  • In-depth knowledge of GIS application development, programming, and ESRI software, including web and mobile app development.
  • Proficiency with current GIS technologies, including CAD, to resolve systemic issues and meet client needs.
  • Excellent project management skills, with the ability to manage multiple complex projects.

  • ESRI certification preferred.
  • Previous supervisory experience.
  • Prior experience working with budgets.
