About the position

The GIS Specialist 3 position is responsible for directing statewide GIS operations under the supervision of the GIS Manager. This role involves overseeing cloud virtualized GIS using ArcGIS Pro, ArcGIS Enterprise, and ArcGIS Online, as well as managing enterprise spatial application development to support both internal and external GIS users. The specialist will also handle spatial database administration, spatial data development, and customer support and training, ensuring that service level expectations are met and exceeded.

Responsibilities

• Direct statewide GIS operations including cloud virtualized GIS using ArcGIS Pro and ArcGIS Enterprise.
• Oversee enterprise spatial application development for internal and external GIS users.
• Manage spatial database administration and spatial data development.
• Implement enterprise asset management and provide customer support and training.
• Connect with customers to understand their business needs and strategize how spatial technologies can support them.
• Maintain a strategic plan for spatial services to guide growth, resources, and budget.
• Establish work methods, processes, tools, and standards for executing unit responsibilities.
• Provide technical input and recommendations for contracts, grants, and software.
• Negotiate with and manage performance of vendors and contractors.
• Collaborate with the cybersecurity team to oversee the security of technology operations.
• Serve as a technology ambassador and liaison for the Information Technology Division.
• Conduct outreach to peer organizations and external clients.
• Lead organizational change management for IT-related initiatives.
• Provide maintenance for GIS and web-based applications.

Requirements

• 4 years of experience working with ESRI Products.
• Expert level knowledge using ArcGIS Pro and ArcGIS Online.
• Familiarity with ArcGIS Dashboards, Survey 123 Connect, ArcGIS Field Maps, Quick Capture, Web App Builder, and Experience Builder.
• At least 2 years of experience working with ArcGIS Enterprise (Server and Portal for ArcGIS) and Enterprise Geodatabase management.

Nice-to-haves

• Bachelor's degree in Computer Science, GIS, or related field.
• Relational database experience using SQL Server and working in the Microsoft Azure environment.
• Experience with Microsoft SharePoint and Power Automate.
• Familiarity with programming languages such as Python, SQL, and Arcade.
