About the position

The Government Contract Portfolio Manager at Philips serves as the primary point of contact for Federal Contracting Officers regarding Delivery Orders (DOs). This role is crucial for ensuring contract compliance, advising on procurement best practices, and managing the overall contract process for government contracts. The position requires proactive engagement with sales and project management teams to ensure compliance and successful execution of contracts, while also monitoring performance metrics and reporting on key statistics.

Responsibilities

  • Serve as the primary point of contact for Federal Contracting Officers regarding Delivery Orders (DO).
  • Ensure contract compliance of DOs within assigned modalities for Philips and reseller bids.
  • Complete the consolidation/RFO process, including quotes from modality specialists and documentation uploads.
  • Advise Government Enterprise Sales and Business Unit Account Managers on procurement best practices to prevent delayed revenue.
  • Proactively manage MODs, ensuring DOs and reseller bids comply with contract requirements.
  • Monitor and utilize SAM.gov and/or GovWin for solicitations and assist in RFQ and proposal submissions.
  • Coordinate inspection requests with the Customer Project Management organization.
  • Complete revenue recognition activities for the Philips customer project management teams.
  • Monitor and report on DO statistics, KPIs, and performance metrics.

Requirements

  • Bachelor's degree or equivalent experience required.
  • 3-5 years of experience in Government contracting, preferably with Philips North America or equivalent.
  • Self-starter with attention to detail is required.
  • Federal contracting certification(s) are a plus, such as Defense Acquisition University or Federal Acquisition Certification for Program & Project Managers.
  • Experience at VA or DoD contracting office is a plus.
  • Medical device supply chain experience is a plus.

Nice-to-haves

  • Experience with Federal contracting processes and regulations.
  • Knowledge of medical device industry standards and practices.
