About the position

Good Shepherd Services is seeking a Government Contract Implementation Manager to join our Impact and Strategy Division (ISD). This role is pivotal in supporting our programs in managing their contracts and leveraging data to enhance service delivery. The ISD oversees agency-wide performance management efforts, promotes the implementation of evidence-based practices, and supports activities that generate evidence for program effectiveness. As the Government Contract Implementation Manager, you will work closely with program leadership across a diverse portfolio, including Supportive Housing, Juvenile Justice Initiatives, and Community Resource Centers. Your primary responsibility will be to ensure compliance with government contracts and licensing requirements while focusing on the impact of our programs. This position requires a strong commitment to providing impactful services to our communities and participants, as well as the ability to learn, organize, and manage the distinct compliance needs of various programs. In this role, you will serve as the primary liaison between funder contract and licensing oversight staff, such as ACS and OCFS, and the program/support departments at Good Shepherd Services. You will oversee project management plans and workplans for program implementation, ensuring that contract and regulatory compliance is effectively connected to outcome and impact data. Effective communication and collaboration with all program staff and leadership will be essential to your success. You will also be responsible for tracking and updating internal data systems, creating and updating workplans, and synthesizing contract mandates to share with program and support staff throughout the lifecycle of the contract. Additionally, you will prepare workscopes with program staff, monitor compliance with key deliverables, and coordinate responses to audit-related activities by government agencies. Your role will also involve addressing funder-related challenges, preparing contract-related correspondence and reports, and assisting the Grants team with competitive renewals. Responsibilities

  • Serve as the primary liaison between funder contract and licensing oversight staff and GSS program/support departments.
  • Oversee project management plans and workplans for program implementation.
  • Partner with team members to connect contract and regulatory compliance to outcome and impact data.
  • Communicate and collaborate effectively with all program staff and leadership.
  • Ensure tracking and updating of all internal data systems as it relates to contract requirements and licensing.
  • Create and update workplans to ensure drive impact work relates directly to contracting and licensing.
  • Synthesize and share contract mandates and expectations with program and support staff upon award and throughout the lifecycle of the contract.
  • Prepare workscopes with program staff and ensure timely submission of all procurement documents.
  • Monitor and ensure timely contract registration.
  • Gather information, review and submit all reports; obtain fiscal reporting when it coincides with program reports.
  • Coordinate and respond to all audit related activities by government agencies including Performance Evaluation rebuttals, site visits and corrective action plans.
  • Monitor compliance with key deliverables, in coordination with team, and coordinate with government agencies as necessary.
  • Respond to inquiries from funders.
  • Address funder-related challenges in coordination with program staff, including advocating for changes to workscopes, contractual mandates and budgets; draft programmatic justification for budget modifications as needed.
  • Prepare contract-related correspondence and reports requested by government agencies or in response to policy regulations or changes.
  • Ensure appropriate close-out when contracts end.
  • Assist the Grants team with competitive renewals.

Requirements

  • Bachelor's degree required.
  • Experience with community-based organizations and/or city/state government agencies, especially in supportive housing or community programs.
  • Capability to transition easily between working independently and contributing as part of a team.
  • Self-motivated, detail and deadline oriented with strong verbal, written, and organizational skills.
  • Strong interpersonal skills; capable of working comfortably with a variety of individuals at all levels, internal and external to the organization.

  • Enthusiasm for collaboration; friendly and responsive.
  • Experience managing multiple projects with precise attention to detail.
