About the position

Northrop Grumman Defense Systems is seeking a Government Property and Asset Manager 2 to join our team in Roy, UT. This position will support the Sentinel (GBSD) Ground Base Strategic Deterrent program, which is critical to our national defense. The successful candidate will administer property control program activities to ensure continual accountability of government, associate contractor, or company property in accordance with applicable government regulations or corporate policy. This role involves maintaining property accountability records, determining the condition of assets, and arranging for the disposal of surplus or obsolete material or equipment. The manager will also conduct property audits, provide guidance on government regulations pertaining to property accountability, and develop, recommend, and implement property administration policies. Additionally, the position requires preparing periodic and special purpose reports related to taxes, rentals, leasing, insurance, and facility usage. The Government Property and Asset Manager will provide property management support to Sentinel and ICBM programs, ensuring strong customer relationships with program managers. This role is responsible for managing assets throughout their life cycle and ensuring compliance with all current and new asset management systems and processes, including FAR 245, DFARS 245, and company policies. The manager will work closely with management teams within the division and sector to develop innovative solutions for complex processes and issues, advising management of critical project completion dates and developing alternative schedules and recovery plans as necessary. In addition, the manager will perform data analysis to mitigate asset business system risk, identify opportunities for improvement, and plan for resource requirements. The role includes supporting customer audits, safety audits, and internal contractor self-assessments as required. The manager will also oversee the Subcontractor Control program for the Strategic Deterrent Division, conducting property surveillance reviews at supplier/subcontractor sites and collaborating with Buyers, Subcontract Administrators, and property custodians to ensure accountability of assets is maintained. This position requires a high level of management interaction with both internal and external customers, making it essential for the candidate to possess strong leadership and communication skills.

Responsibilities

  • Administers property control program activities to ensure continual accountability of government, associate contractor, or company property.
  • Maintains property accountability records and determines condition and arranges disposal of surplus or obsolete material or equipment.
  • Contacts potential users and negotiates transfers of property.
  • Conducts property audits and provides guidance on government regulations pertaining to property accountability.
  • Develops, recommends, and implements property administration policy and prepares periodic and special purpose reports.
  • Provides property management support to Sentinel and ICBM programs and maintains strong customer relationships with program managers.
  • Ensures assets/material are managed throughout their life cycle and compliant with requirements and regulations.
  • Works with management teams to develop innovative solutions for complex processes and issues.
  • Advises management of critical project completion dates and develops alternative schedules and recovery plans.
  • Attends and provides management support at Division and program meetings, providing updates to business management and other functional organizations.
  • Performs data analysis to mitigate asset business system risk and identify opportunities for improvement.
  • Supports customer audits, safety audits, and internal contractor self-assessments as required.
  • Provides management support to the property management team in support of the Sentinel and ICBM Sustainment contracts.
  • Manages the Subcontractor Control program for the Strategic Deterrent Division.
  • Oversees and conducts property surveillance reviews at supplier/subcontractor sites.
  • Collaborates with Buyers, Subcontract Administrators, and property custodians to ensure accountability of assets is maintained.

Requirements

  • Bachelor's degree with 6 years of relevant experience; Master's degree with 4 years of relevant experience.
  • At least 1 year leading a project and/or driving performance against schedule.
  • Experience working with diverse levels of internal/external customers, including DCMA, Prime Contractors, and DoD personnel.
  • Experience with asset administration principles, theories, and concepts, and a solid working knowledge of FAR 52.245-1, 45, and DFARS 245.6, 252.245-7003 and other applicable regulations.
  • Must have an active U.S. Government DoD Secret security clearance at time of application, current and within scope, with the ability to obtain and maintain Special Access Program (SAP) approval.
