About the position

Under the general direction of the CFO, the position will administer Transportation Program operations to ensure compliance with applicable Tribal, Bureau of Indian Affairs (BIA), State, and Federal regulatory requirements, codes, guidelines, and grant restrictions. This position will oversee all aspects of the Transportation Program to ensure the sound running of programs and initiatives.

Responsibilities

  • Supervising construction projects and plans from development to completion to ensure quality project outcomes.
  • Evaluate architectural and engineering drawings, specifications, test reports, and engineer documents.
  • Coordinates formal solicitations, including RFBs, RFQs, RFPs, Indefinite Quantity/Indefinite Delivery packages, and contract negotiations.
  • Develop and administer various construction, planning, and special project documents, including construction project manuals, contracts, amendments, and addenda.
  • Perform workshops, community-based planning, and other public forums to gather input and opinions of the membership; public opinions and needs are identified.
  • Perform inspections, site visits, identify problems, and seasonal and general maintenance scheduling.
  • Oversee Regional Tribal Transit programming: grants, fiscal management, policy development, inter-governmental service agreements, and inter-department transit workgroups to establish shared transit goals, objectives, and outcomes.
  • Initiate and sustain partnerships with membership, organizations, and regional transit authorities to sustain and expand the quantity and quality of transit services.
  • Ensure the Transportation Program is making diligent efforts to acquire new and innovative sources of revenue and funds through grant applications.
  • Report to the Bureau of Indian Affairs and Federal Transit Administration using the BIA and Transit Award Management System platforms.
  • Responsible for monitoring and updating inventory data within the Official Tribal Route Inventory; coordinating the annual BIA Retained Services Agreement.
  • Administers safety, land use, and non-motorized programming.
  • Conduct financial and budgetary administrative functions.
  • Prioritize, schedule, and inspect the work of staff day-to-day for efficiency and accuracy.

Requirements

  • Bachelor's Degree in Logistics, Supply Chain Management, Engineering, Urban or Rural Planning, or a relevant field required or five years of demonstrated ability in related work experience may be considered in lieu of degree.
  • Minimum of three years' experience in logistics management, transit, and community planning in addition to the above-stated education requirements.
  • Three years of grant writing and supervisory experience is required.
  • Experience with BIA, TTP processes, regulations, and procedures preferred.
  • Must have a valid driver's license and be insurable by the Sault Tribe Insurance Department.
  • Must comply with annual driver's license review and insurability standards with the Sault Tribe Insurance Department.
  • Will be required to complete and pass pre-employment drug testing.

  • Construction and/or project management knowledge.
  • Understanding of formal solicitations processes is required.
  • Experience with accounting, budgets, and administration.
  • Native American preferred.
