About the position

The GPS Assisted Acquisition Service Federal Pursuit Manager is a pivotal role within Deloitte's Government and Public Services (GPS) team, responsible for leading and managing complex federal acquisition proposals. This position requires a strategic business advisor who can influence business strategy and ensure the successful development of 'must-win' proposals. The role involves direct accountability for proposal management operations, performance management of team members, and collaboration with various stakeholders to drive proposal development efforts.

Responsibilities

  • Lead 'must-win' proposal opportunities, providing strategic and tactical advice to senior leadership and client service teams.
  • Manage performance of immediate team members and contribute to the continuous improvement of proposal management processes.
  • Work with account teams to execute the GPS pursuit methodology process for compliant and compelling proposals.
  • Provide leadership, methodologies, procedures, tools, and templates to support GPS proposal development efforts.
  • Manage multiple concurrent projects and adjust to shifting priorities and deadlines.
  • Act as the central point for the proposal development process, evaluating solicitation requirements and managing timelines.
  • Develop and maintain proposal management artifacts such as schedules, compliance matrices, and response templates.
  • Participate in proposal lifecycle planning, including strategy, compliance, and production activities.
  • Guide proposal teams in developing strategic approaches and facilitate completion of compliance forms.
  • Debrief teams after proposal submissions to refine future strategies and training.

Requirements

  • 8+ years of experience in Federal proposal management and development.
  • Experience leading complex Assisted Acquisitions Services pursuits, including orals development.
  • Proven track record in managing large proposals with values exceeding $100 million.
  • Strong public speaking and presentation skills.
  • Bachelor's degree in Business, English, Journalism, Marketing, Communications, or equivalent work experience.

Nice-to-haves

  • Training in formal capture/proposal methodologies.
  • Proficiency in Microsoft Word, PowerPoint, and Excel.
  • Knowledge of Federal and State Government procurement regulations (FAR and DFAR).
  • Experience in personnel/performance management, including EEO and employment law.
