About the position

As a GPS Assisted Acquisition Service (AAS) Federal Pursuit Manager at Deloitte, you will play a pivotal role in influencing business strategy and leading critical proposal opportunities within one of the world's foremost professional services firms. This position requires a comprehensive understanding of the Federal acquisition proposal lifecycle, and you will be responsible for guiding senior leadership and client service teams through the complexities of proposal management. Your expertise will be essential in delivering strategic and tactical advice, ensuring that proposals are not only compliant but also compelling enough to win contracts. In this role, you will have direct accountability for managing the proposal management group operations, which includes leading 'must-win' proposal opportunities. You will contribute to the development and continuous improvement of proposal management processes, tools, and templates, while also working closely with account teams to execute the GPS pursuit methodology. Your leadership will be crucial in managing multiple concurrent projects, adjusting to shifting priorities, and meeting stringent deadlines, often requiring evening or weekend work to meet non-negotiable client deadlines. You will act as the central point for the proposal development process, evaluating solicitation requirements and managing a timely process. This includes collaborating with technical teams to develop clear, effective, and consistent content. Your role will also involve facilitating the completion of compliance and administrative forms, guiding proposal teams in developing strategic approaches, and leading discussions that enhance the probability of winning submissions. Additionally, you will mentor and counsel team members, contributing to the overall development of Deloitte's proposal team and fostering a positive team environment.

Responsibilities

  • Lead 'must-win' proposal opportunities, providing strategic and tactical advice to senior leadership and client service teams.
  • Manage performance of immediate team members and contribute to the development of proposal management processes, tools, and templates.
  • Work directly with account teams to execute the GPS pursuit methodology process and drive the development of compliant proposals.
  • Act as the central point for the proposal development process, evaluating solicitation requirements and managing a timely process.
  • Facilitate activities of supporting areas such as contracts, subcontracts, pricing, and quality control.
  • Guide proposal teams in developing a strategic approach from pre-RFP to oral presentation stages.
  • Debrief teams after proposal submittal and refine future proposal strategies based on feedback.
  • Provide oversight and guidance to assigned Pursuit Center of Excellence (COE) team members.

Requirements

  • 8+ years of experience in Federal proposal management and development.
  • Experience leading and managing complex Assisted Acquisitions Services pursuits, including orals development.
  • Proven track record of leading large complex proposals with values exceeding $100 million.
  • Strong public speaking and presentation skills.
  • Bachelor's degree with a concentration in Business, English, Journalism, Marketing, or Communications.

Nice-to-haves

  • Training in formal capture/proposal methodologies.
  • Proficiency in Microsoft Word, PowerPoint, and Excel.
  • Knowledge of Federal and/or State Government procurement regulations and practices (including FAR and DFAR).
  • Demonstrated ability to influence others and build relationships at all levels.
