About the position

As a GPS Assisted Acquisition Service (AAS) Federal Pursuit Manager at Deloitte, you will play a pivotal role in shaping the business strategy of one of the world's leading professional services firms. This position requires a seasoned professional with extensive experience in the complete Federal acquisition proposal lifecycle, particularly in leading high-stakes proposal opportunities. You will be responsible for providing strategic and tactical guidance to senior leadership and client service teams, ensuring that proposals are not only compliant but also compelling and competitive. Your leadership will directly impact the outcomes of assigned proposals, thereby enhancing win rates and contributing to the overall success of the organization. In this role, you will manage multiple concurrent projects, adapting to shifting priorities and stringent deadlines. You will lead a diverse team of proposal professionals, guiding them through the proposal development process from pre-RFP activities to oral presentations. Your responsibilities will include evaluating solicitation requirements, managing timelines, and ensuring the timely submission of deliverables. You will also be tasked with developing and maintaining proposal management artifacts, such as SharePoint sites and compliance matrices, to streamline the proposal process. Your ability to foster collaboration among various stakeholders, including technical teams and supporting areas like contracts and pricing, will be crucial. You will facilitate the completion of compliance forms and provide guidance to writers, ensuring that all content is clear, effective, and aligned with client needs. Additionally, you will conduct debriefs after proposal submissions to refine strategies and improve future proposals. This role not only demands strong leadership and project management skills but also requires a creative approach to problem-solving and a keen understanding of Federal procurement regulations.

Responsibilities

  • Lead 'must-win' proposal opportunities, providing strategic and tactical advice and guidance to senior leadership and client service teams.
  • Manage performance of immediate team members and contribute to the development of proposal management processes, tools, and templates.
  • Work directly with account teams to execute the GPS pursuit methodology process and drive the development of compliant proposals.
  • Act as the central point for the proposal development process, evaluating solicitation requirements and managing timelines.
  • Facilitate activities of supporting areas such as contracts, subcontracts, and pricing to ensure compliance and quality control.
  • Guide proposal teams in developing strategic approaches from pre-RFP to oral presentation stages.
  • Conduct debriefs after proposal submissions to refine strategies and improve future proposals.
  • Develop and maintain proposal management artifacts, including SharePoint sites and compliance matrices.

Requirements

  • 8+ years of experience in Federal proposal management and development.
  • Experience leading and managing complex Assisted Acquisitions Services pursuits, including orals development.
  • Proven track record of leading large complex proposals with values exceeding $100 million.
  • Strong public speaking and presentation skills.
  • Bachelor's degree with a preferred concentration in Business, English, Journalism, Marketing, or Communications.

Nice-to-haves

  • Training in formal capture/proposal methodologies.
  • Proficiency in Microsoft Word, PowerPoint, and Excel.
  • Knowledge of Federal and/or State Government procurement regulations and practices (including FAR and DFAR).
  • Demonstrated ability to influence others and build relationships at all levels.
