About the position

As a GPS Assisted Acquisition Service (AAS) Federal Pursuit Manager at Deloitte, you will play a pivotal role in shaping business strategies and leading proposal development efforts for federal acquisition opportunities. This position requires a seasoned professional with extensive experience in the complete Federal acquisition proposal lifecycle, particularly in managing 'must-win' proposals. You will be responsible for providing strategic and tactical guidance to senior leadership and client service teams, ensuring that proposals are compliant, compelling, and delivered on time. Your leadership will directly impact the outcomes of assigned proposals, thereby enhancing win rates for the organization. In this role, you will oversee the proposal management group operations, which includes leading multiple concurrent projects and adjusting to shifting priorities and stringent deadlines. You will act as the central point for the proposal development process, evaluating solicitation requirements and managing a timely process. Your responsibilities will also include collaborating with technical teams to develop clear and effective content, maintaining proposal management artifacts, and facilitating the completion of compliance and administrative forms. You will guide proposal teams in developing strategic approaches from pre-RFP stages to oral presentations, ensuring that all submissions meet the needs of potential clients. Additionally, you will contribute to the continuous improvement of proposal management processes, tools, and templates, and support the development of Deloitte's proposal team through training and mentorship. Your ability to bring creativity and original thinking to proposal structuring will be essential, as will your skills in public speaking and presentations. Responsibilities

  • Lead 'must-win' proposal opportunities, providing strategic and tactical advice and guidance to senior leadership and client service teams.
  • Manage performance of immediate team members and contribute to the development of proposal management processes, tools, and templates.
  • Work directly with account teams to execute the GPS pursuit methodology process and drive the development of compliant proposals.
  • Provide leadership, methodologies, procedures, tools, and templates to support GPS proposal development efforts.
  • Adjust to shifting priorities, stringent deadlines, and last-minute requirements to accomplish tasks within non-negotiable client deadlines.
  • Act as the central point for the proposal development process, evaluating solicitation requirements and managing a timely process.
  • Work with technical teams to develop content that is clear, effective, and consistent.
  • Develop and maintain proposal management artifacts such as SharePoint sites, schedules, and compliance matrices.
  • Participate in and facilitate pursuit proposal lifecycle planning, including strategy, schedule, compliance, and color team reviews.
  • Support pre-RFP activities and drive schedule and time management of activities associated with opportunities.
  • Direct production activities and ensure timely submission of deliverables.
  • Provide guidance, sample content, and boilerplate materials to writers as needed.
  • Facilitate activities of supporting areas such as contracts, pricing, and quality control.
  • Guide proposal teams in developing a strategic approach from pre-RFP to oral presentation stages.
  • Debrief teams after proposal submittal and refine future proposal strategies and training.
  • Collaborate with other proposal team members and support positive team building.

Requirements

  • 8+ years of experience in Federal proposal management and development.
  • Experience leading and managing complex Assisted Acquisitions Services pursuits, including orals development.
  • Proven track record of leading large complex proposals with values exceeding $100 million.
  • Experience in public speaking and presentations.
  • Bachelor's degree with a preferred concentration in Business, English, Journalism, Marketing, or Communications, or equivalent work experience.

Nice-to-haves

  • Training in formal capture/proposal methodologies.

  • Proficiency in Microsoft Word, PowerPoint, and Excel.
  • Knowledge of Federal and/or State Government procurement regulations and practices (including FAR and DFAR).
