About the position

As a GPS Assisted Acquisition Service (AAS) Federal Pursuit Manager at Deloitte, you will play a pivotal role in shaping the business strategy of one of the world's leading professional services firms. This position is designed for individuals who are not only experienced in the complete Federal acquisition proposal lifecycle but also possess a strong interest in leading critical proposal opportunities that are deemed 'must-win'. You will be responsible for delivering strategic and tactical guidance to senior leadership in support of Federal proposal development efforts, ensuring that proposals are compliant, compelling, and aligned with client needs. In this role, you will have direct accountability for managing the proposal management group operations. This includes leading proposal opportunities, providing strategic advice to senior leadership and client service teams, and overseeing the performance management of your immediate team members. You will contribute to the continuous improvement of proposal management processes, tools, and templates, and work closely with account teams to execute the GPS pursuit methodology process effectively. Your leadership will be crucial in managing multiple concurrent projects, adjusting to shifting priorities, and meeting stringent deadlines, often requiring evening or weekend hours to fulfill non-negotiable client deadlines. You will act as the central point for the proposal development process, evaluating solicitation requirements and managing a timely process. Your responsibilities will also include working with technical teams to develop clear and effective content, facilitating the completion of compliance and administrative forms, and guiding proposal teams in developing strategic approaches from pre-RFP stages to oral presentations. Additionally, you will be expected to debrief teams after proposal submissions, sharing insights and refining future strategies. This role requires a blend of creativity, strategic thinking, and strong leadership skills to drive successful outcomes in a competitive environment.

Responsibilities

  • Lead 'must-win' proposal opportunities, providing strategic and tactical advice and guidance to senior leadership and client service teams.
  • Manage performance of immediate team members and contribute to the development of proposal management processes, tools, and templates.
  • Work directly with account teams to execute the GPS pursuit methodology process and drive the development of compliant proposals.
  • Act as the central point for the proposal development process, evaluating solicitation requirements and managing a timely process.
  • Facilitate activities of supporting areas such as contracts, subcontracts, pricing, and quality control.
  • Guide proposal teams in developing a strategic approach from pre-RFP to oral presentation stages.
  • Debrief teams after proposal submittal and refine future proposal strategies and training.
  • Provide oversight and guidance to assigned Pursuit Center of Excellence (COE) team members.

Requirements

  • 8+ years of experience in Federal proposal management and development.
  • Experience leading and managing complex Assisted Acquisitions Services pursuits, including orals development.
  • Proven track record in leading large complex proposals with values exceeding $100 million.
  • Strong public speaking and presentation skills.
  • Bachelor's degree with a preferred concentration in Business, English, Journalism, Marketing, or Communications.

Nice-to-haves

  • Training in formal capture/proposal methodologies.
  • Excellent written and oral communication skills.
  • Proficiency in Microsoft Word, PowerPoint, and Excel.
  • Knowledge of Federal and/or State Government procurement regulations and practices (including FAR and DFAR).
  • Demonstrated ability to influence others and build relationships at all levels.
