About the position

As a GPS Assisted Acquisition Service (AAS) Federal Pursuit Manager at Deloitte, you will play a pivotal role in shaping the business strategy of one of the world's leading professional services firms. This position is designed for individuals who are not only experienced in the complete Federal acquisition proposal lifecycle but also possess a strong desire to lead critical proposal opportunities that are deemed 'must-win'. You will be responsible for delivering strategic and tactical guidance to senior leadership and client service teams, ensuring that the proposal management group operates efficiently and effectively. In this role, you will have direct accountability for leading proposal opportunities, providing essential advice and guidance to senior leadership, and managing the performance of your immediate team members. You will contribute to the continuous improvement of proposal management processes, tools, and templates, and work closely with account teams to execute the GPS pursuit methodology. Your leadership will be crucial in developing compliant and compelling proposals across multiple concurrent projects, often under stringent deadlines and shifting priorities. You will act as the central point for the proposal development process, evaluating solicitation requirements and managing a timely process. This includes collaborating with technical teams to create clear and effective content, leading complex proposals, and maintaining proposal management artifacts. Your role will also involve facilitating the pursuit proposal lifecycle planning, supporting pre-RFP activities, and ensuring the timely submission of deliverables. You will guide proposal teams in developing strategic approaches and provide mentorship to team members, fostering a collaborative and positive team environment. Your contributions will directly impact the outcomes of assigned proposals, thereby enhancing win rates and overall success in the Federal acquisition landscape.

Responsibilities

  • Lead 'must-win' proposal opportunities, providing strategic and tactical advice and guidance to senior leadership and client service teams.
  • Manage the performance of immediate team members and contribute to the development of proposal management processes, tools, and templates.
  • Work directly with account teams to execute the GPS pursuit methodology process and drive the development of compliant and compelling proposals.
  • Act as the central point for the proposal development process, evaluating solicitation requirements and managing a timely process.
  • Collaborate with technical teams to develop clear, effective, and consistent content for proposals.
  • Facilitate the completion of compliance and administrative forms as appropriate.
  • Guide proposal teams in developing a strategic approach from pre-RFP to oral presentation stages.
  • Debrief teams after proposal submittal and refine future proposal strategies and training.
  • Provide oversight and guidance to assigned Pursuit COE team members, including designers, writers, and compliance reviewers.

Requirements

  • 8+ years of experience in Federal proposal management and development.
  • Experience leading and managing complex Assisted Acquisitions Services pursuits, including orals development.
  • Proven track record of leading large complex proposals with values exceeding $100 million.
  • Strong public speaking and presentation skills.
  • Bachelor's degree with a preferred concentration in Business, English, Journalism, Marketing, or Communications.

Nice-to-haves

  • Training in formal capture/proposal methodologies.
  • Proficiency in Microsoft Word, PowerPoint, and Excel.
  • Knowledge of Federal and/or State Government procurement regulations and practices, including FAR and DFAR.
  • Demonstrated ability to influence others and build relationships at all levels.
