About the position

As a GPS Assisted Acquisition Service (AAS) Federal Pursuit Manager at Deloitte, you will play a pivotal role in shaping the business strategy of one of the world's leading professional services firms. This position requires a seasoned professional with extensive experience in the complete Federal acquisition proposal lifecycle, particularly in leading high-stakes proposal opportunities. You will be responsible for providing strategic and tactical guidance to senior leadership and client service teams, ensuring that proposals are not only compliant but also compelling enough to win contracts. Your leadership will directly impact the outcomes of assigned proposals, thereby enhancing the firm's win rates in competitive environments. In this role, you will manage multiple concurrent projects, adapting to shifting priorities and stringent deadlines. You will lead a diverse team of proposal professionals, contributing to the development and continuous improvement of proposal management processes, tools, and templates. Your responsibilities will include evaluating solicitation requirements, managing the proposal development process, and ensuring timely submission of deliverables. You will also facilitate the completion of compliance and administrative forms, guide proposal teams in developing strategic approaches, and provide oversight to various supporting areas such as contracts, pricing, and quality control. Your position will require you to act as the central point for the proposal development process, demonstrating creativity and original thinking in framing and structuring proposals. You will conduct debriefs after proposal submissions to refine future strategies and contribute to the development of Deloitte's proposal team through collaboration and training. This role is not just about managing proposals; it's about mentoring and guiding team members, sharing best practices, and continuously improving the proposal strategies to ensure success in future pursuits.

Responsibilities

  • Lead 'must-win' proposal opportunities, providing strategic and tactical advice and guidance to senior leadership and client service teams.
  • Manage performance of immediate team members and contribute to the development of proposal management processes, tools, and templates.
  • Work directly with account teams in executing the GPS pursuit methodology process to drive the development of compliant and compelling proposals.
  • Provide leadership, methodologies, procedures, tools, and templates to support GPS proposal development efforts across multiple, concurrent projects.
  • Adjust to shifting priorities, stringent deadlines, last minute requirements, and occasional evening/weekend hours to accomplish tasks within non-negotiable client deadlines.
  • Act as the central point for the proposal development process, evaluating solicitation requirements and managing a timely process.
  • Work with technical teams to develop content that is clear, effective, and consistent for extremely complex proposals.
  • Develop and maintain proposal management artifacts such as SharePoint sites, track packs, schedules, and compliance matrices.
  • Participate in and facilitate pursuit proposal lifecycle planning, including strategy, schedule, compliance, and color team reviews.
  • Support pre-RFP activities and drive schedule and time management of activities associated with the opportunity, addressing schedule slippages as necessary.
  • Direct production activities and ensure timely submission of deliverables, providing guidance and sample content to writers as needed.
  • Facilitate activities of supporting areas such as contracts, subcontracts, pricing, and quality control.
  • Guide proposal teams in developing a strategic approach from pre-RFP to oral presentation stages, brainstorming solutions and providing tactical advice.
  • Debrief teams after proposal submittal to refine future proposal strategies and training.
  • Contribute to the development of Deloitte's proposal team through collaboration and positive team building.

Requirements

  • 8+ years of experience in Federal proposal management and development, including direct management of proposal team members.
  • Experience leading and managing complex Assisted Acquisitions Services pursuits, including orals development.
  • Proven track record in leading large complex proposals with values exceeding $100 million.
  • Experience in public speaking and presentations.
  • Bachelor's degree with a preferred concentration in Business, English, Journalism, Marketing, or Communications, or equivalent work experience.

Nice-to-haves

  • Training in formal capture/proposal methodologies.
  • Excellent written and oral communication skills.
  • Proficiency in Microsoft Word, PowerPoint, and Excel.
  • Knowledge of Federal and/or State Government procurement regulations and practices, including FAR and DFAR.
