About the position

As a GPS Assisted Acquisition Service (AAS) Federal Pursuit Manager at Deloitte, you will play a pivotal role in shaping the business strategy of one of the world's leading professional services firms. This position is designed for individuals who are not only experienced in the complete Federal acquisition proposal lifecycle but also possess a strong interest in leading critical proposal opportunities that are deemed 'must-win'. You will be responsible for delivering strategic and tactical guidance to senior leadership in support of Federal proposal development efforts, ensuring that the proposals are compliant, compelling, and aligned with client needs. In this role, you will have direct accountability for managing the proposal management group operations. This includes leading proposal opportunities, providing strategic advice to senior leadership and client service teams, and overseeing the performance management of your immediate team members. You will contribute to the continuous improvement of proposal management processes, tools, and templates, and work closely with account teams to execute the GPS pursuit methodology process effectively. Your leadership will be crucial in managing multiple concurrent projects, adjusting to shifting priorities, and meeting stringent deadlines, often requiring evening or weekend hours to meet non-negotiable client deadlines. You will act as the central point for the proposal development process, evaluating solicitation requirements and managing a timely process. Your responsibilities will also include developing content in collaboration with technical teams, maintaining proposal management artifacts, and facilitating the pursuit proposal lifecycle planning. You will guide proposal teams in developing strategic approaches, manage team members across various specialties, and contribute to the development of Deloitte's proposal team through collaboration and training. This role requires a strong ability to influence others, manage complex proposals, and refine proposal strategies continuously, ensuring that the team is well-prepared for successful submissions.

Responsibilities

  • Lead 'must-win' proposal opportunities, providing strategic and tactical advice and guidance to senior leadership and client service teams.
  • Manage the performance of immediate team members and contribute to the development of proposal management processes, tools, and templates.
  • Work directly with account teams to execute the GPS pursuit methodology process and drive the development of compliant and compelling proposals.
  • Provide leadership, methodologies, procedures, tools, and templates to support GPS proposal development efforts across multiple concurrent projects.
  • Adjust to shifting priorities, stringent deadlines, and last-minute requirements to accomplish tasks within non-negotiable client deadlines.
  • Act as the central point for the proposal development process, evaluating solicitation requirements and managing a timely process.
  • Work with technical teams to develop clear, effective, and consistent content for proposals.
  • Develop and maintain proposal management artifacts such as SharePoint sites, schedules, and compliance matrices.
  • Participate in and facilitate pursuit proposal lifecycle planning, including strategy, schedule, compliance, and color team reviews.
  • Support pre-RFP activities and drive schedule and time management of activities associated with the opportunity.
  • Direct production activities and ensure timely submission of deliverables, providing guidance and sample content to writers as needed.
  • Facilitate activities of supporting areas such as contracts, subcontracts, pricing, and quality control.
  • Guide proposal teams in developing strategic approaches and brainstorm solutions to drive winning submissions.
  • Debrief teams after proposal submittal to refine future proposal strategies and training.
  • Collaborate with other proposal team members to support positive team building and continuous improvement of proposal strategies.

Requirements

  • 8+ years of experience in Federal proposal management and development, including direct management of proposal team members.
  • Experience leading and managing complex Assisted Acquisitions Services pursuits, including orals development.
  • Proven track record of leading large complex proposals with values exceeding $100 million.
  • Experience in public speaking and presentations, with strong communication skills.
  • Bachelor's degree with a preferred concentration in Business, English, Journalism, Marketing, or Communications, or equivalent work experience.

Nice-to-haves

  • Training in formal capture/proposal methodologies.
  • Proficiency in Microsoft Word, PowerPoint, and Excel.
  • Knowledge of Federal and/or State Government procurement regulations and practices, including FAR and DFAR.
  • Advanced skills that offer high strategic value to top priority pursuits.
  • Experience in personnel/performance management, including EEO and employment law.
