About the position

As a GPS Assisted Acquisition Service (AAS) Federal Pursuit Manager at Deloitte, you will play a pivotal role in shaping the business strategy of one of the world's leading professional services firms. This position requires a seasoned professional with extensive experience in the complete Federal acquisition proposal lifecycle, particularly in leading high-stakes proposal opportunities. You will be responsible for providing strategic and tactical guidance to senior leadership and client service teams, ensuring that proposals are not only compliant but also compelling and competitive. Your leadership will directly impact the outcomes of assigned proposals, thereby enhancing win rates and contributing to the overall success of the organization. In this role, you will manage multiple concurrent projects, adapting to shifting priorities and stringent deadlines. You will lead a diverse team of proposal professionals, providing them with the methodologies, tools, and templates necessary for effective proposal development. Your responsibilities will include evaluating solicitation requirements, managing the proposal development process, and ensuring timely submission of deliverables. You will also facilitate collaboration among various supporting areas such as contracts, pricing, and quality control, ensuring that all aspects of the proposal are aligned and executed flawlessly. Additionally, you will be expected to contribute to the continuous improvement of proposal management processes and tools, sharing best practices and mentoring team members. Your ability to communicate effectively, both in writing and orally, will be crucial as you present strategies and solutions to senior leaders and clients. This position offers a unique opportunity to influence the direction of Federal pursuits and to be a key player in Deloitte's Government and Public Services team.

Responsibilities

  • Lead 'must-win' proposal opportunities, providing strategic and tactical advice and guidance to senior leadership and client service teams.
  • Manage performance of immediate team members and contribute to the development of proposal management processes, tools, and templates.
  • Work directly with account teams to execute the GPS pursuit methodology process and drive the development of compliant and compelling proposals.
  • Provide leadership, methodologies, procedures, tools, and templates to support GPS proposal development efforts across multiple, concurrent projects.
  • Adjust to shifting priorities, stringent deadlines, and last-minute requirements to accomplish tasks within non-negotiable client deadlines.
  • Act as the central point for the proposal development process, evaluating solicitation requirements and managing a timely process.
  • Work with technical teams to develop clear, effective, and consistent content for proposals.
  • Facilitate completion of compliance and administrative forms as appropriate, guiding proposal teams in developing a strategic approach from pre-RFP to oral presentation stages.
  • Debrief teams after proposal submittal, sharing results and refining future proposal strategies and training.
  • Provide oversight and guidance to assigned Pursuit COE team members, including designers, writers, and compliance reviewers.

Requirements

  • 8+ years of experience in Federal proposal management and development, including direct management of proposal team members.
  • Experience leading and managing complex Assisted Acquisitions Services pursuits, including orals development.
  • Proven track record in leading large complex proposals with values exceeding $100 million.
  • Strong public speaking and presentation skills, with the ability to influence senior leaders and clients.
  • Bachelor's degree with a preferred concentration in Business, English, Journalism, Marketing, or Communications.

Nice-to-haves

  • Training in formal capture/proposal methodologies.
  • Excellent written and oral communication skills.
  • Proficiency in Microsoft Word, PowerPoint, and Excel.
  • Knowledge of Federal and/or State Government procurement regulations and practices, including FAR and DFAR.
  • Demonstrated ability to influence others and build relationships at all levels.
