About the position

As a GPS Assisted Acquisition Service (AAS) Federal Pursuit Manager at Deloitte, you will play a pivotal role in shaping the strategic direction of proposal management within the Government and Public Services (GPS) team. This position requires a seasoned professional who is adept at navigating the complexities of the Federal acquisition proposal lifecycle. You will be responsible for leading 'must-win' proposal opportunities, providing both strategic and tactical guidance to senior leadership and client service teams. Your expertise will be crucial in ensuring that proposals are compliant, compelling, and delivered on time, even under stringent deadlines and shifting priorities. In this role, you will have direct accountability for the operations of the proposal management group. This includes performance management of your immediate team members and contributing to the continuous improvement of proposal management processes, tools, and templates. You will work closely with account teams to execute the GPS pursuit methodology, ensuring that all proposals meet the necessary requirements and standards. Your leadership will extend across multiple concurrent projects, requiring you to adjust to last-minute changes and occasionally work evenings or weekends to meet client deadlines. You will act as the central point for the proposal development process, evaluating solicitation requirements and managing a timely process. This involves collaborating with technical teams to develop clear and effective content, as well as maintaining proposal management artifacts such as SharePoint sites and compliance matrices. Your role will also include facilitating the pursuit proposal lifecycle planning, supporting pre-RFP activities, and guiding proposal teams in developing strategic approaches from pre-RFP stages to oral presentations. Additionally, you will be responsible for mentoring and counseling team members, sharing leading practices, and contributing to the overall development of Deloitte's proposal team. Your ability to bring creativity and original thinking to proposal structuring will be essential in enhancing win rates and refining future proposal strategies. Responsibilities

  • Lead 'must-win' proposal opportunities, providing strategic and tactical advice and guidance to senior leadership and client service teams.
  • Manage performance of immediate team members and contribute to the development of proposal management processes, tools, and templates.
  • Work directly with account teams to execute the GPS pursuit methodology process and drive the development of compliant and compelling proposals.
  • Act as the central point for the proposal development process, evaluating solicitation requirements and managing a timely process.
  • Collaborate with technical teams to develop clear, effective, and consistent content for proposals.
  • Facilitate activities of supporting areas such as contracts, subcontracts, pricing, and quality control.
  • Guide proposal teams in developing a strategic approach from pre-RFP to oral presentation stages.
  • Conduct debriefs after proposal submissions to refine future strategies and training.
  • Mentor and counsel Pursuit Center of Excellence (COE) team members and support positive team building.

Requirements

  • 8+ years of experience in Federal proposal management and development.
  • Experience leading and managing complex Assisted Acquisitions Services pursuits, including orals development.
  • Proven track record of leading large complex proposals with values exceeding $100 million.
  • Strong public speaking and presentation skills.
  • Bachelor's degree with a preferred concentration in Business, English, Journalism, Marketing, or Communications.

Nice-to-haves

  • Training in formal capture/proposal methodologies.
  • Proficiency in Microsoft Word, PowerPoint, and Excel.
  • Knowledge of Federal and/or State Government procurement regulations and practices (including FAR and DFAR).
  • Demonstrated ability to influence others and build relationships at all levels.
