About the position

As a GPS Assisted Acquisition Service (AAS) Federal Pursuit Manager at Deloitte, you will play a pivotal role in shaping the business strategy of one of the world's leading professional services firms. This position is designed for individuals who are experienced in the complete Federal acquisition proposal lifecycle and are passionate about leading critical proposal opportunities. You will be responsible for delivering strategic and tactical guidance to senior leadership in support of Federal proposal development efforts, ensuring that the proposals are not only compliant but also compelling enough to win contracts. In this role, you will have direct accountability for managing the proposal management group operations. This includes leading 'must-win' proposal opportunities, providing strategic advice to senior leadership and client service teams, and managing the performance of your immediate team members. You will contribute to the continuous improvement of proposal management processes, tools, and templates, and work closely with account teams to execute the GPS pursuit methodology process. Your leadership will be crucial in driving the development of proposals that meet stringent deadlines and client requirements, often requiring you to adjust to shifting priorities and work during evenings or weekends. You will act as the central point for the proposal development process, evaluating solicitation requirements and managing a timely process. Your responsibilities will also include developing and maintaining proposal management artifacts, facilitating pursuit proposal lifecycle planning, and supporting pre-RFP activities. You will guide proposal teams in developing strategic approaches and manage team members from various specialties to create responses that resonate with potential clients. Additionally, you will be involved in debriefing teams after proposal submissions to refine future strategies and contribute to the development of Deloitte's proposal team through collaboration and training.

Responsibilities

  • Lead 'must-win' proposal opportunities, providing strategic and tactical advice to senior leadership and client service teams.
  • Manage the performance of immediate team members and contribute to the development of proposal management processes, tools, and templates.
  • Work directly with account teams to execute the GPS pursuit methodology process and drive the development of compliant and compelling proposals.
  • Act as the central point for the proposal development process, evaluating solicitation requirements and managing a timely process.
  • Develop and maintain proposal management artifacts such as SharePoint sites, schedules, and compliance matrices.
  • Facilitate pursuit proposal lifecycle planning, including strategy, schedule, compliance, and color team reviews.
  • Support pre-RFP activities and drive schedule management of activities associated with the opportunity.
  • Direct production activities and ensure timely submission of deliverables.
  • Provide guidance and sample content to writers as needed and facilitate activities of supporting areas such as contracts and pricing.
  • Lead and collaborate with the proposal development team, managing team members to develop responses that meet client needs.

Requirements

  • 8+ years of experience in Federal proposal management and development.
  • Experience leading and managing complex Assisted Acquisitions Services pursuits, including orals development.
  • Proven track record of leading large complex proposals with values exceeding $100 million.
  • Strong public speaking and presentation skills.
  • Bachelor's degree with a preferred concentration in Business, English, Journalism, Marketing, or Communications.

Nice-to-haves

  • Training in formal capture/proposal methodologies.
  • Excellent written and oral communication skills.
  • Proficiency in Microsoft Word, PowerPoint, and Excel.
  • Knowledge of Federal and/or State Government procurement regulations and practices, including FAR and DFAR.
  • Experience in personnel/performance management, including EEO and employment law.
