About the position

As a GPS Assisted Acquisition Service (AAS) Federal Pursuit Manager at Deloitte, you will play a pivotal role in shaping the proposal management operations within the Government and Public Services (GPS) team. This position is designed for individuals who are not only experienced in the complete Federal acquisition proposal lifecycle but also possess the leadership skills necessary to guide 'must-win' proposal opportunities. You will be responsible for providing strategic and tactical advice to senior leadership and client service teams, ensuring that proposals are compliant, compelling, and delivered on time. Your role will involve managing multiple concurrent projects, adjusting to shifting priorities, and meeting stringent deadlines, often requiring evening or weekend work to meet non-negotiable client deadlines. In this position, you will lead a diverse team of proposal professionals, contributing to the development and continuous improvement of proposal management processes, tools, and templates. You will act as the central point for the proposal development process, evaluating solicitation requirements, managing timelines, and collaborating with technical teams to create clear and effective content. Your leadership will directly impact the outcomes of assigned proposals, enhancing win rates and fostering a culture of teamwork and collaboration. Additionally, you will be involved in pre-RFP activities, guiding proposal teams in developing strategic approaches, and facilitating the completion of compliance and administrative forms. Your ability to bring creativity and original thinking to proposal framing and structuring will be essential. You will also conduct debriefs after proposal submissions, refining future strategies based on team feedback. This role requires a strong commitment to mentoring and developing team members, ensuring that the proposal team continuously evolves and improves its strategies and practices.

Responsibilities

  • Lead 'must-win' proposal opportunities, providing strategic and tactical advice to senior leadership and client service teams.
  • Manage performance of immediate team members and contribute to the development of proposal management processes, tools, and templates.
  • Work directly with account teams to execute the GPS pursuit methodology process and drive the development of compliant proposals.
  • Act as the central point for the proposal development process, evaluating solicitation requirements and managing timelines.
  • Facilitate activities of supporting areas such as contracts, subcontracts, pricing, and quality control.
  • Guide proposal teams in developing strategic approaches from pre-RFP to oral presentation stages.
  • Conduct debriefs after proposal submissions to refine future strategies and training.
  • Provide oversight and guidance to assigned Pursuit COE team members, including designers and writers.

Requirements

  • 8+ years of experience in Federal proposal management and development.
  • Experience leading and managing complex Assisted Acquisitions Services pursuits, including orals development.
  • Proven track record of leading large complex proposals with values exceeding $100 million.
  • Strong public speaking and presentation skills.
  • Bachelor's degree with a preferred concentration in Business, English, Journalism, Marketing, or Communications.

Nice-to-haves

  • Training in formal capture/proposal methodologies.
  • Proficiency in Microsoft Word, PowerPoint, and Excel.
  • Knowledge of Federal and/or State Government procurement regulations and practices (including FAR and DFAR).
  • Demonstrated ability to influence others and build relationships at all levels.
