About the position

As a GPS Assisted Acquisition Service (AAS) Federal Pursuit Manager at Deloitte, you will play a pivotal role in shaping the business strategy of one of the world's leading professional services firms. This position requires a seasoned professional with extensive experience in the complete Federal acquisition proposal lifecycle, particularly in leading high-stakes proposal opportunities. You will be responsible for providing strategic and tactical guidance to senior leadership and client service teams, ensuring that proposals are not only compliant but also compelling and competitive. Your leadership will directly impact the outcomes of assigned proposals, thereby enhancing win rates and contributing to the overall success of the organization. In this role, you will manage multiple concurrent projects, adapting to shifting priorities and stringent deadlines. You will lead a diverse team of proposal professionals, providing them with the methodologies, tools, and templates necessary for effective proposal development. Your responsibilities will include evaluating solicitation requirements, managing the proposal development process, and ensuring timely submission of deliverables. You will also facilitate collaboration among various supporting areas, such as contracts, pricing, and quality control, to ensure a cohesive approach to proposal management. Your leadership will extend beyond project management; you will also be involved in mentoring team members, conducting training sessions, and continuously refining proposal strategies. Responsibilities

  • Lead 'must-win' proposal opportunities, providing strategic and tactical advice and guidance to senior leadership and client service teams.
  • Manage performance of immediate team members and contribute to the development of proposal management processes, tools, and templates.
  • Work directly with account teams to execute the GPS pursuit methodology process and drive the development of compliant and compelling proposals.
  • Act as the central point for the proposal development process, evaluating solicitation requirements and managing a timely process.
  • Facilitate activities of supporting areas such as contracts, subcontracts, pricing, and quality control to ensure a cohesive proposal approach.
  • Guide proposal teams in developing a strategic approach from pre-RFP to oral presentation stages, providing tactical advice and solutions.
  • Debrief teams after proposal submittal to refine future strategies and training.
  • Develop and maintain proposal management artifacts, including SharePoint sites, schedules, and compliance matrices.
  • Support pre-RFP activities and drive schedule management of proposal activities, addressing any schedule slippages as necessary.
  • Provide oversight and guidance to assigned Pursuit Center of Excellence (COE) team members, including designers and writers.

Requirements

  • 8+ years of experience in Federal proposal management and development, including direct management of proposal team members.
  • Experience leading and managing complex Assisted Acquisitions Services pursuits, including orals development.
  • Proven track record in leading large complex proposals with values exceeding $100 million.
  • Strong public speaking and presentation skills, with the ability to influence senior leaders and stakeholders.
  • Bachelor's degree with a preferred concentration in Business, English, Journalism, Marketing, or Communications.

Nice-to-haves

  • Training in formal capture/proposal methodologies.
  • Proficiency in Microsoft Word, PowerPoint, and Excel.
  • Knowledge of Federal and/or State Government procurement regulations and practices, including FAR and DFAR.
  • Demonstrated ability to influence others through strong presence and sound judgment.
  • Experience in personnel/performance management, including EEO and employment law.
