About the position

The Deloitte Government and Public Services (GPS) Sales Excellence team is seeking an experienced Staffing/Basis of Estimate (BOE) lead to join their team as a GPS Assisted Acquisition Service Proposal Staffing Manager. This role is critical in driving staffing strategy and building a comprehensive project Staffing database. The successful candidate will align staff to Labor Category (LCAT) and functional roles while defining the rationale for the level of effort (LOE). The ideal candidate will have a proven track record of success on bids exceeding $100 million, showcasing their ability to manage complex staffing needs in a high-stakes environment. In this position, you will work closely with the capture executive, deal architect, and technical volume lead to develop a staffing strategy that meets the technical solution requirements. Your responsibilities will include collaborating with account leadership and the Pricing Team to support the development of a staffing model and plan. You will interpret requirements and evaluation criteria to determine the appropriate staffing approach, ensuring that the staffing strategy is consistently applied across all volumes, including pricing. Additionally, you will guide and direct the team to incorporate differentiated strengths into the staffing approach, enhancing the overall proposal quality. The role also involves assisting in the ongoing refinement of processes, tools, and templates for staffing and basis of estimate calculations, ensuring that the team is equipped with the best practices and resources to succeed in their proposals. This position is essential for ensuring that the staffing strategies align with the overall goals of the organization and meet the needs of federal clients effectively.

Responsibilities

  • Collaborate with account leadership and the Pricing Team to support the development of a staffing model and plan.
  • Interpret requirements and evaluation criteria to determine the proper staffing approach.
  • Work with named personnel to validate staffing approach and data details (e.g., levels, clearances, locations, and specific skills).
  • Guide and direct the team to consistently apply the staffing approach across all volumes, including pricing, while ensuring differentiated strengths are incorporated and emphasized.
  • Assist in the ongoing refinement of processes, tools, and templates for staffing and basis of estimate calculations.

Requirements

  • 8+ years of work experience in strategic staffing, proposal development, solutions development, and/or costing and pricing.
  • Experience as a Staffing Lead, BOE Lead, or Pricing Lead, developing proposal content that contributes to major Federal contracts.
  • Direct experience supporting complex Assisted Acquisition Service captures and proposal submissions or leading self-scoring responses.
  • Expertise in Microsoft Excel, building models and manipulating data.
  • Bachelor's degree preferred with a concentration in Business, English, Journalism, Marketing, or Communications, or equivalent work experience.

Nice-to-haves

  • Business operations/management experience delivering technical or management consulting services or developing solutions for Federal clients.
