About the position

The Deloitte Government and Public Services (GPS) Sales Excellence team is seeking an experienced Staffing/Basis of Estimate (BOE) lead for the GPS Assisted Acquisition Service (AAS) Proposal Staffing Manager position. This role is critical in driving staffing strategy, building a project staffing database, aligning staff to Labor Category (LCAT) and functional roles, and defining the level of effort (LOE) rationale. The ideal candidate will have a proven track record of success on bids exceeding $100 million, showcasing their ability to manage complex staffing needs in a high-stakes environment. In this position, you will work directly with the capture executive, deal architect, and technical volume lead to develop a comprehensive staffing strategy that meets the technical solution requirements. Your responsibilities will include collaborating with account leadership and the Pricing Team to support the development of a staffing model and plan. You will interpret requirements and evaluation criteria to determine the most effective staffing approach, ensuring that the staffing strategy is consistently applied across all volumes, including pricing. Additionally, you will guide the team in validating staffing approaches and data details such as levels, clearances, locations, and specific skills. The role also involves assisting in the ongoing refinement of processes, tools, and templates for staffing and basis of estimate calculations. This position is essential for ensuring that the staffing strategy aligns with the overall goals of the proposal and meets the expectations of federal clients. The successful candidate will be expected to leverage their expertise in staffing and proposal development to contribute to major federal contracts, particularly in the context of Assisted Acquisition Services such as FEDSIM and GSA Regional/APEX captures.

Responsibilities

  • Collaborate with account leadership and the Pricing Team to support the development of a staffing model and plan.
  • Interpret requirements and evaluation criteria to determine the proper staffing approach.
  • Work with named personnel to validate staffing approach and data details (e.g., levels, clearances, locations, and specific skills).
  • Guide and direct the team to consistently apply the staffing approach across all volumes, including pricing, while ensuring differentiated strengths are incorporated and emphasized.
  • Assist in the ongoing refinement of processes, tools, and templates for staffing and basis of estimate calculations.

Requirements

  • 8+ years work experience.
  • Combined experience with strategic staffing, proposal development, solutions development, and/or costing and pricing.
  • Experience as a Staffing Lead, BOE Lead, or Pricing Lead, developing proposal content that contributes to major Federal contracts.
  • Direct experience supporting complex Assisted Acquisition Service captures and proposal submissions or leading self-scoring responses.
  • Expertise in Microsoft Excel, building models and manipulating data.
  • Bachelor's degree preferred in Business, English, Journalism, Marketing, or Communications or equivalent work experience.

Nice-to-haves

  • Business operations/management experience delivering technical or management consulting services or developing solutions for Federal clients.
