About the position

The Deloitte Government and Public Services (GPS) Sales Excellence team is seeking an experienced Staffing/Basis of Estimate (BOE) lead for the GPS Assisted Acquisition Service (AAS) Proposal Staffing Manager position. This role is critical in driving staffing strategy, building a project staffing database, aligning staff to Labor Category (LCAT) and functional roles, and defining the level of effort (LOE) rationale. The ideal candidate will have a proven track record of success on bids exceeding $100 million, showcasing their ability to manage complex staffing needs in a high-stakes environment. In this position, you will work closely with the capture executive, deal architect, and technical volume lead to develop a comprehensive staffing strategy that aligns with the technical solution required for the project. Your responsibilities will include collaborating with account leadership and the Pricing Team to support the development of a staffing model and plan, interpreting requirements and evaluation criteria to determine the appropriate staffing approach, and validating staffing details such as levels, clearances, locations, and specific skills with named personnel. You will guide and direct the team to ensure a consistent application of the staffing approach across all volumes, including pricing, while emphasizing differentiated strengths. Additionally, you will assist in the ongoing refinement of processes, tools, and templates for staffing and basis of estimate calculations, ensuring that the team is equipped with the best practices and resources to succeed in their proposals. This role requires a strategic mindset, strong leadership skills, and the ability to work collaboratively across various teams to achieve the desired outcomes for the organization.

Responsibilities

  • Develop a staffing strategy to meet technical solutions in collaboration with the capture executive, deal architect, and technical volume lead.
  • Support the development of a staffing model and plan in conjunction with account leadership and the Pricing Team.
  • Interpret requirements and evaluation criteria to determine the proper staffing approach.
  • Validate staffing approach and data details with named personnel, including levels, clearances, locations, and specific skills.
  • Guide the team to consistently apply the staffing approach across all volumes, including pricing, while ensuring differentiated strengths are incorporated and emphasized.
  • Assist in refining processes, tools, and templates for staffing and basis of estimate calculations.

Requirements

  • 8+ years of work experience in strategic staffing, proposal development, solutions development, and/or costing and pricing.
  • Experience as a Staffing Lead, BOE Lead, or Pricing Lead, developing proposal content for major Federal contracts.
  • Direct experience supporting complex Assisted Acquisition Service captures and proposal submissions or leading self-scoring responses.
  • Expertise in Microsoft Excel, including building models and manipulating data.
  • Bachelor's degree preferred in Business, English, Journalism, Marketing, or Communications, or equivalent work experience.

Nice-to-haves

  • Business operations/management experience delivering technical or management consulting services or developing solutions for Federal clients.
